Zaretskiy A. D., Ivanova T. E.†† Intention of Improving the Quality of Life and Human Capital in Modern Russia

The idea the quality of life as of an original concept was developed in the West in the late 1950s. Former USSR and countries of socialism made some tries to develop their own theory of the quality of life. Famous Western political analysts and economists in the 1970s developed an intensive research on the characteristics of the quality of life in the society of the contemporary market economy. At the turn of the 1950–1960s a theory of human capital appeared. This theory is ontologically associated with the quality of life ideas. The accumulation of human capital affects the quality of life, and indirectly promotes the development of the economic theory. The article gives a brief analysis of the relationship between human capital and the quality of life, presents the ontological relationship between their interaction and the dominant role of human capital concept in the development of quality of life

The article presents the method of material stimulation of personnel involved in innovation processes in the coal-mining enterprises, including the methodological regulations on measuring indicators of the level and quality of innovation, terms of payment and premium amount, procedure of determination of the circle person to be given award employees, principles of formation of the funds needed for the bonus payment organizing.

Kustov E. F., Lozenko V. K., Sklyarov D. E.†† Matrix Method Using for the Determination of the Energy Balance between Three or Two Types of Energy Resources

The article describes the energy balance determining method. As an example, authors consider the case of two and three types of energy resources. For the method authors used the input ― output matrix and price ― value added matrix. The results of the research are presented as two «input ― output» equations for the cost matrices of two and three types of energy resources.

Boyko B. A., Nizhegorodtsev R. M., Sekerin V. D.†† Systems of the Automatic Identification: Application for the Mechanical Engineering and Logistics

Modern technologies of automation allow to exclude a human factor from process of the solution of a number of the routine tasks connected generally with rational use of financial, material and a manpower, management of material stocks. In article it is considered the use of technologies of the automatic identification directed on collecting and data processing in real time, their visualization for authorized employees and preparation of results for the analysis. Possibility to increase a level of informatization of domestic machine-building enterprises by introduction of systems of automatic identification is discussed. Examples of successful experience of introduction of identification systems are given.

Authors present the review of the actual tasks and questions that appear as a concomitant to the investment climate development processes in the regions of the Russian Federation. The mechanisms and procedures, used to increase the investment appeal of the territories are offered. Authors also give a critical analysis of the activities that the Russian Federation Government develops to increase the investments level in the national economy.

Shmatkov V. V., Efimov A. V.†† Financing of the Innovation Systemís Development by the Modern University: Problems and Research Goals

Authors analyzed the materials of the well-known researches to determine the actual problems of financing the higher education institutions’ innovation systems (such as technical universities’). They draw a conclusion that in the last years was worked out a methodological basis for the development of the innovation system’s financial subsystem in Russian higher education institutions. To use this basis as a foundation to create the applied management instruments a number of the methodological problems should be solved.

Author analyzed the actual problems of the regional economy. As an example were chosen the coal mining enterprises of the Eastern Donbass, which are situated on the territory of the Rostov region. Author examined the ways of using a cluster approach as an efficient way of stabilizing the region’s economy.

Danish A. G., Pogorelskaya T. A.†† Managing of the Information Content of the Business Processes: A Basis for the Production Systemsí Competitiveness Development

One of the basic tasks for the strategic development of the production systems in Russia is to increase the competitiveness level. Russian economy entered a special phase of its development when information becomes a leading resource and key competitive advantage of the enterprises. Managing the stability and competitiveness levels are to be carried basing on the cost approach, because the cost characteristics only can fully show the efficiency of functioning and the resource management of the enterprise. Information is one of the resources, but it’s difficult to show its cost characteristics, that make the assessment of its contribution to formation of the general level of competitiveness a complicated task. That’s why development of the information content management methodology for the business processes, based on the idea of ensuring the production systems’ competitiveness is particularly an actual problem.

Novik E. V., Kurgianova A. B.†† Actual Tasks for the Market Promotion of the Universitiesí Scientific and Technological Products

In the article authors present an examination of the actual tasks for the market promotion of the universities’ scientific and technological products. The efficient ways of the commercialization for these products are presented and the criteria, which should be used to choose the right commercialization strategy, are shown. By the example of the scientific and technological product, developed by the SRSPU (NPI) specialists, authors show, how difficult the market promotion of the product for the limited number of consumers can be.

Nakatov I. K., Lozenko V. K.†† The Direction and Necessity of Correction Measures for the Contemporary Development Strategy of the Tajikistan Republicís Energy Complex

The special place of energy complex in the Republic of Tajikistan is caused by a necessity of elaboration of the development strategy. Since the time of its elaboration, a number of changes in the economic development of Tajikistan took place. It is a reason for correction of the existing development strategy of the energy complex. Prolonged lack of the electricity causes the social tensions in the country and interfere its further innovation development. This causes a particular interest to the non-traditional, alternative, ecological and renewable energy, also to development of the small energy. In this paper authors examined the direction and methods of the correction measures for the development strategy of Tajikistan’s energy complex, and substantiated the importance of the energy system’s integration with the Central Asian countries.

Karartinyan Z. O.†† The Informal Relations and Social Resources of the Organization: The Interrelations

Informal relations are the heterogeneous and multifaceted phenomenon. The concept of «social resource» is not uncommon for the scientific sociological literature, but a single definition is still missing. Nowadays there is a need to explore the intangible factors of staff loyalty. In this context, the search for new staff loyalty management tools that allow the most effective use of the potential of social resources of the organization is particularly relevant.

The paper presents an investigation of the essence of the phenomenon of informal relations in organizations.

Saranchyova N. V., Zagorodnyuk E. V.†† Subculture Foundations for Differentiation of the Russian Youthís Labour Motivation

The influence of subculture statements on a professional choice of the Russian youth is analyzed in the article. Applying the schemes of theoretical conceptualization and empirical verification the authors substantiate a thesis that under the current conditions the Russian youth makes a profession acceptance not only by profitableness criterion but also by the criterion of self-realization. Profession’s prestigiousness in hierarchy of professional preferences affects the mass representations on prestigiousness and is interpreted by the youth on the basis of the subculture statements aimed at the attitude to profession on the basis of the situational logics as the right to change or refuse the profession.

Vodenko K. V., Tihonovskova S. A.†† Social Planning as a Mechanism for Integrated Solutions for Social Development

The article investigates the specifics of social planning as a mechanism of addressing issues of social development. It is shown that as social planning we understand one kind of the government’s taking part in the solution of major social and economic problems and their regulation by the public institutions. It is proved that, along with systematic and comprehensive approach of interest is target-oriented approach ― the development and implementation of long-term objectives aimed at achieving a particular goal. It’s concluded that the difference in the use of program-oriented approach to a systemic and integrated in the present conditions is to complement its defined methods incentives that increase interest in participating implementation of social and economic programs.
