ISO 50001:2011 «Energy Management Systems» is one of the most important and necessary elaboration of International Organization for Standardization in energy sector. Implementation of this standard contributes not only quick and effective realization of strategies and programs to improve energy efficiency and sustainable development of the power engineering enterprise, but also gain the benefits of a strong and competitive industry’s organizations, including successful operation on the foreign and international markets.

The article presents the objectives of the standard and scales of its using. Authors also described the basic principles, which should be followed to complete the assigned tasks and achieve the goals.

Kolbachev E. B., Shmatkov V. V.†† Knowledge Working-out as a Part of Institutional Design of the Technical Universityís Innovation System


Author examined the basic features of the knowledge working-out processes, carried out by the Technical University’s departments. It’s shown that these processes should be considered in terms of the institutional design of the Technical University’s innovation system. Author presents the way of knowledge working-out process management that includes the Technical University students as the active participants.

Kuznetsov S. Y., Terelianskiy P. V.†† Hierarchical Analysis for the Researching and Optimization of the Functioning Processes of the Enterprisesí Organizational Subdivisions


In the article authors present the method of hierarchical analysis as applied way to research the functioning of the technical services of the industrial enterprise. It’s also pre-formed the hierarchy of objectives for the service of technical preparation of the production.

The hierarchical model of the organizational unit’s basic functions, which unit’s task is the planning of the enterprise’s production facilities is presented. Significance of the main functions is determined by several important criteria, the matrix of pairwise comparisons and hierarchical synthesis are used.

Krakashova O. A.†† Information Resources: The Way to Improve the Efficiency of Housing and Communal Complex


Informational and methodological problems of assessing the effectiveness of the housing and communal complex (HCC) are considered in the article. Variants of use of the information resources for the assessment of the external effects of the HCC organizations’ activities are offered. Limitations and a lack of statistical information for the qualitative analysis of development and economic and mathematical modeling of social and economic processes in the HCC are justified. The role of information resources in monitoring and managing the quality of housing and communal services, development of legal culture of the population and formation of the individual responsible homeowners is also defined.

The appearance of the Commissioner for the protection of the rights of entrepreneurs in Russia as the institution and using the potential of the system of chambers of Commerce and industry and other business associations for the development of this institution gives the new opportunities for the business support to improve its tools at all levels. The article describes the mechanism of using of infrastructure of SMEs and its adaptive component for the development of the modern trends of state policy in this field.

Author presents the ways of using a technological relations model for the production systems as of the instrument for decision making during the determination of reasonability or inexpediency of the adopted technologies for Russia’s economy. The model is tested for the adopted technology of utilization of the fuel-burning power plants’ ash-and-slad wastes, as for the example.

The article deals with the qualitative and quantitative content of vocational qualification compliance of the specialists with higher education to meet the needs of the economy of Ukraine. Vocational qualification line serves as a basic, fundamental, a leading indicator that reflects the mission of higher education. By the example of PJSC «Kryukovsky Railway Car Building Works» author shows a vocational qualification structure, and defines the professional qualification match coefficient.

Bodrunova S. S.†† Political Marketing as a Forefather of Media Politics: The Case of British Political Parties


The article analyses the causes and peculiarities of mediatization of political process in modern Atlantic democracies, namely in the UK. The growth of media politics is viewed as dependent on the rise of marketing strategies in politics connected to the destruction of the traditional electoral background of political parties. The latter is a display of the degradation of class-based social structure, a well-described phenomenon of the post-industrial period; but political parties who act as to speed up the development of media politics is to be acknowledged as the leading powers behind the ‘system failure’ of the traditional political process. Negative trends in political journalism such as press cynicism, metacoverage, or misbalance in covering political actors are, among others, the result of strategization of communications management by the New Labour party. In whole, as comparative research suggests, the Atlantic area is where democratic tradition undergoes heavier changes than in continental Europe.

Author examined the approaches to nowadays used ways of valuation and selection of the business projects for governmental support programmes. It’s shown that the impartiality of the decision making for the selection may be increased. To increase it, the officials should use the criteria, presented as a part of governmental projects and programmes. These criteria are named as the priority directions of the business activities, and the indexes of technical and economic progressiveness of the project.

Kalinina O. N.†† The Experience in Cost Valuation for the Power Engineering Constructionsí Project Development (by the Example of Dugino-1 Substation Project)


Author examined the specific features of the next-gen substation Dugino-1 (in Rostov region) project development, and the experience in its objects’ cost valuation and informational valuation. The interdependency between the valuation indexes is shown. The ways of using an informational valuation index for the construction engineering project development is also presented by the example of power engineering objects.

Lunev G. G.†† Analysis of the Economic Performance Cycle of the Recycled Construction Material Resources


Author presents the analysis of the structure and essence of the formation and recycling of the recycled construction material resources (RCM), that appear during the reconstruction of the buildings. It’s proved that general costs of the recycling should include the expences of dismantlement works, tranportation, expences of acceptance and storing of the RCM, costs of the recycling and getting RCM the certified conditions, costs of the waste burial for the unreciclable matrials and of the nature-conservative measures. The economic efficiency of the recycling enterprise should be calculated as a result of comparison between the costs of RCM recycling and the enterprise’s profitability on every stage of the production cycle, including the dismantlement works’ costs, paid by the client.

In this article author considered the provisions of land and soil protection, as well as measures for the protection, conservation and improvement of soil fertility under the impact of reclamation systems’ functioning. Author also presents a list of indicators needed to monitor soil fertility, methods and frequency characteristics of monitoring activities for the definition of the reclaimed lands.

Vodenko K. V., Tihonovskova S. A.†† Socio-Economic Institutions and Christianity: Special Relationship


The article deals with the study of the relationship and interaction between social and economic institutions and Christianity. Authors discussed the historical and sociological tradition of studying the correlation between religion and economics (M. Weber etc.) Basing on the ideas from the writings of Russian thinkers (N. Berdyaev, S. Bulgakov, V. Ilyin, V. Soloviev etc.), authors examined the problems of labor, ownership, distribution, special economic activities in the context of the official doctrines of the Christian Church. It is concluded that the introduction of Christian principles to management strategy is conditional on the courses of the modern global economy.
