Increasing the competitiveness is one of the main strategic tasks for the production systems in Russia. The enterprise’s competitiveness level is closely related to the cost indexes, which reflect the technological effectiveness of production, a market share, volumes of the cash flow, and results of the enterprise’s resources management. As a similar resource, information (and first of all ― its qualitative characteristics) impacts the cost indexes.

In the article authors examine some basic ways of the public administration in a situation of joining the World Trade Organization, analyze a level of the regional branches’ and enterprises’ readiness to work after this joining. By the example of the Rostov region authors present the instruments for adopting the different branches of the economy to interact with each other, and the same instruments for the separate enterprises in a period of Russia’s membership in WTO.

Author presents the analysis of the events, which happened in June 2013, when the former NSA and CIA official Edward Snowden divulged the secret information and made his get-away from the USA. The aftermath of Snowden’s action, and the USA ruling elites’ reaction to this action are examined. Author also describes the former American system administrator’s behavior during his being abroad and analyses some politician’s statements because of the situation.
