In the article author presents the results of analyzing some ways of perfecting the technical university’s innovation infrastructure, as of a basis for its strategic development. The systemic background for creating and developing of the innovation infrastructure is also reviewed. Realization of the innovation infrastructure development program is also characterized by the example of SRSTU (NPI).

Lozenko V. K., Tulchinskaya Y. I.†† Research And Systematic Approach to the Assessment of Russian Electricity Industryís Technological Way


Consideration of such a category as a new «technological system» only as «a setup of new technologies» does not reflect the systemic changes in the economy, which indeed are concerned, and leads researchers to discuss technocratic issues. But this category has problems in much bigger scales. There is a necessity to include to this category infrastructure, management system, and human resources.

The term «business setup» reflects mentioned problems more accurately, which necessarily includes the infrastructure, management system, human resources, etc. ― all that is the subject of such a capacious concept as a business.

Scientific and methodological approach to the evaluation of the integral assessment of the level technological system ( «business setup») is demonstrated on the example of Russian power industry. The numerical value of this level was 4,94 (among 4th and 5th of the technological structures ( «business setups») of 1985–1987).

The proposed general approach to assess the level of integrated technological system ( «business setup») can be used for similar assessments of other sectors, regions and the country as a whole.

Sukharev O. S.†† The Evolutionary Model of Economic Systems and Modelling the Process Management of Their Restructuring


The approaches to the modeling of the economic systems’ evolution are reviewed in the article from the point of the restructuring process (as the point of the system elements’ proportions changing). The possibilities of the modular approach, a method of biological and chemical analogies, socio-configurations, as well as the model of managing the restructuring process, based on the function of the forced forming of the economic structures and the comparative evaluation of the mutual investment flows.

The author considers problems of the work contents and pithiness transformation within industrial, post-industrial and information paradigms. It is proved that results of scientific and technical revolution in the field of innovative processes and technologies introduced high-quality change in structure of labor, strengthening of requirements of workers demanded, transformed not only pithiness and the contents of work, but caused need of improvement of its organization and stimulation.

They also formed and described the basic principles of the industrial enterprises’ efficiency complex evaluation, which are the quadruple model.

Romanova D.†† Evaluation of the Professional Competency ęProblem SolvingĽ on Students Studying at the University of Economics


In this article is introduced theory about professional competences. The professional competences are ranked among necessary demands of employers while intaking. The characteristics of basic notions inheres in the theoretical part of this article. The next part contains the defined hypotesis, which is to correlate the competence «problem solving» by the example of 140 second year students studying at The Faculty of Business Economics in Kosice (University of economics in Bratislava) with their student performance. The last part deals with the output of linear regression.

Sharova A. Y.†† New Opportunities for Russian Power Companies to Expand Cooperation in the Electricity Sector of the Arab Countries of Western Asia


The article discusses the questions of electricity market reform in the Arab countries of Western Asia. The process has started in all countries. Currently, the demand for electricity is mainly met by domestic production. The demand for electricity in the region will steadily increase in the nearest future, and it will be provided through the construction of new generating facilities in partnership with world leading energy companies. This situation gives good opportunities for Russian power companies to expand cooperation in the electricity sector of the Arab countries of Western Asia, especially by deepening cooperation with leading Russian and foreign energy companies and financial institutions.

In the article authors present some ways of carrying out the indirect governmental support for the high-tech branches of the economy. It’s shown that the most efficient ways for the nowadays Russia’s economy are supporting the co-operation between the enterprises, which realize the innovation policy, and developing the innovation infrastructure, such as perfecting the innovative businesses’ system of transportation and logistics by using the inter-modal traffic.

Gusev A. Y.†† Improving the Methods for Calculating Regional Gross Product of the Ryazan Regionís Agriculture


In the nowadays widely used method of calculating the regional gross product volume for the region’s agriculture exist a number of methodological mistakes, in particular, there is double counting. This leads to a distortion of the calculated levels of production, as of the performance indicators. This problem is the most acute for agricultural enterprises, producing dairy products. The proposed procedure for calculating the volume of total production is carried out on the final results of the feed use, that is, on the volumes of the livestock products.

The problems of the enterprise management, based on using of the integrated tools to support distributed databases are reviewed in the article. The different structures of information systems are also examined; the advantages and disadvantages of parallel and distributed system database management architecture are discussed. The utility of using the integrated tools to support distributed database search engines by the industrial plants is substantiated.

During the operations between the banks and the natural persons it is very important to manage the bank risk, regardless of the risk-causing reasons. That’s why one of the determinants for preserving commercial bank’s competitiveness is managing the various kinds of risks. Any bank is supposed to have corresponding methods of calculating, analyzing and controlling to be able to manage the calculated bank risks. Banks of the Pridnestrovian region are developing models of managing the bank’s risks, which is based on their own and other banks’ experience.

The process of technology platforms forming in Russia has just started, but, unfortunately, has not formed a scientific and empirical basis of content and form of technological platforms. In the article author reviews the features of nowadays anthropogenic risks’ affecting social behavior of Russian youth. It’s shown that nowadays Russian youth deliberately rejects the knowledge about the anthropogenic risks. This position of youth is advantageous for the environment-abusing technological production, but for social health in general, and for the youth as for the participants of the advanced social reproduction it is unacceptable.

Here are the results of the sociological research of the postgraduate leavers’ ― young Ph.D.’s competitiveness in the modern skilled labour market, which was carried out being on the basis of the model including competition level indicators and factors, that can influence them. We have defined the level of competitiveness of Financial University postgraduate leavers ― young Ph.D. The level of competitiveness is influenced by a number of factors such as personal features, labour market demand for them, etc. The article is devoted to the analysis of the factors of competitiveness that one provided by higher school.

In the article author reviews the institution of punishment for producing, distribution or sale of the harmful software or hardware. Differentiation of responsibility and individualization of punishment is also examined. A number of scientists’ point of view on the types of punishment is analyzed. By the example of the statistics of assigning such kind of punishment as the custodial coercion to minors, author analyses and offers the alternative types of punishments, basing on the idea of amenability humanizing.
