Shcherbakova L. I., Revin I. A.   Preparing the Engineers, which are Important at the International Labor Market, as a Priority Direction for the University’s Work

In the article authors summarize the experience of interactions with the business community, which SRSTU (NPI) uses to improve the quality of engineering education according to of the requirements of the Bologna Declaration. They also highlight the problem of «convertibility» of the graduates’ professional competences at the international labor market.

The authors described the main directions for the University’s work, which should give a chance to promote the benefits of Russia’s membership in WTO, of integrating to the international educational space and updating the content of the educational programs, which’s goal is training a new generation of specialists.

The problem of choosing the governmental priorities for scientific and technological development is reviewed, the experience of government’s decision-making and regulations is analyzed, the business unit management experience in the Soviet era is examined by the example of the electronics industry, which is compared with the nowadays conditions of the industry and decision-making. Tulchinskaya Y. I.   Methodical Organization and Technical Tools to Make Informed Choices of the Light Sources

The author of the article developed a methodical, organizational and technical tools to make informed choices of light sources, which is a mathematical model of the total cost of the lighting system ownership, which takes into account the most significant factors, including the type of light source, lighting schedule, replacing the light source at the end of its useful life, discounted costs, changes in electricity tariffs and the cost of the light source’s disposal.

Deryabina E. V.   Transformation of the Production and Labor Relations in a Housing Operating Branch of the Post-Industrial Economy

In the article author reviews, how the results of scientific and technical progress affect the changing of labor activity functions, the contents and pithiness of working in housing operational branch of economy in the post-industrial period of social and economic system’s functioning. The four basic new interconnected labor functions of workers, which transform the production and labor relations of housing operational branch in post-industrial economy are also defined and proved. The main changes of the labor content, which transform the production and labor relations at the enterprises of housing operational branch, are revealed and characterized.

A methodology of social capital measuring, based on the employees’ involvement to the networks or the TPC (depending on certain factors), the relative inequality, a relationship of mutual trust and cooperation to achieve common goals is also presented.

Kuzmin E. A.   Economic Security Issues Aapart under Free Trade: A Look at the Cooperation of Russia & WTO

In the article the author provides an original approach to the problem of economic security segregated in taking care of the paradigm of self-sufficiency and rethinking the effects of free trade. Interpenetration of economies in trade liberalization exacerbates the problem of maintaining sufficient economic sovereignty. In the author’s view the key to solving this problem is setting economic security. For this solving, author presents the critical analysis of the scientists’ positions on the implications for the economies of free trade. A basic methodology of calculation criteria for discrete static state security, backed by empirical approvals of the ideas, on the example of the Russian economy’s conditions in 2007–2011, is also presented.

Under the conditions of the cyclic world economic development, the state’s policy in the sphere of regulating the intergovernmental relations becomes very important. This regulation should decrease the negative impact of economic crisis manifestations. Systematization of the efficient experience of Russia and other countries in regulating the intergovernmental relations in the period of the economic crisis gives a possibility to develop recommendations for creating an effective control system, well-adopted for the cyclicity of global economic development, which is particularly relevant in the context of integration of national economies into the global economic systems.
