Sukharev O. S.   New Institutionalism: «Traps», Transaction Costs, Coase Theorem and the Time


The article considers the main problem of the new institutionalism — evaluation of inefficiency. Author analyzes a possibility to provide this kind of inefficiency in the form of a «trap» to describe it either by changing the depth of the institutions’ dysfunction. In connection with the emerging incorrect explanations of transaction costs and the Coase theorem, author refined and developed the basic position of the new institutionalism. The article analyzes the time as a resource for the agent and its decisions. The efficiency of transactions, as well as assessment of transaction costs can be realized by estimating the time as a primary resource.

In the article authors review the macroeconomic aspects of increasing supply and complying increasing of demand on the housing market, to find the ways of making housing more available (as a goal of the Federal Purposeful Program «Habitation»). Authors also present a classification of basic resulting factors, which have action upon the level of housing’s availability.

Zaretskiy A. D.   The Innovative Ways of Development for Russian Industry as for a Part of National Economy


A level of industrial development in nowadays Russia still is not driven to the world standards of economic relations. Russian understanding of modernization means changing the preferences from mining to processing industries, but this changing requires a new innovation policy, and careful studying of the industrial development as of the historic process. To improve the situation, author requires the government to play a coordinating role at the national, regional and municipal levels. The measures should include preparing of the engineers and the technicians as a primary goal for educational institutions. A curriculum should include the studying of foreign experience in interactions between the corporations and scientific organizations and independent specialists.

It’s proved that effective solution for the problem is using the functional modeling of the enterprises’ basic business processes.

In the article author reviews the process of the innovative activities’ institutional surroundings development in the Novgorod region. It’s appraised about the main regional innovative parameters in comparison with All-Russian activities. The basic positive and negative factors which affect the regional innovative activities are also determined. The conclusion is based on the adopted results of analysis, which show the decreasing of innovative activity and innovative potential level in the region. Author also presents a complex of measures, which should stimulate the innovative activity in the Novgorod region.

Isakova M. A.   What Means «The Outsourcing» for Logistics?


The article deals with the specific of understanding and using such term, as «outsourcing», by the example of the logistics service market. Author reviews the normative and usual meanings of the term. While analyzing the history of this phenomenon and comparing it with other forms of company’s cooperation with external parties, such as succession, rent, paid services, the author educes the specific features of outsourcing phenomenon in the normative meaning of the word. The article also depicts the practice of using the term «outsourcing» in nowadays business discourse, especially by the example of the logistics services market. The author illustrates the course of changing the term’s usual meaning in logistics, in accordance with market changes.

Belousova L. F., Paliy S. E.   Practical Aspects of Organizing the Cash Flow Management Accounting for the Commercial Organizations (by the Example of «Gloria Jeans» Corporation)


The main problem of nowadays Russian economy is the funds’ shortage in commercial organizations. This reason of this shortage is a poor recruitment and inappropriate use of the funds, and limitations, which amount using the effective financial instruments and mechanisms. Authors present a system of cash flow management accounting for «Gloria Jeans» Corporation, which should give a possibility to obtain the reliable information about the funds formation at the centers of financial responsibility. This information should then be used as a basis for effective management decision-making.

Slavinskiy V. A.   Integration of the Innovative and Industrial Enterprises’ Production Systems as a Part of Technological Modernization Process


In the article author reviews the ways of increasing the competitiveness by the developing object-targeted and innovation-targeted clusterization processes. It’s shown that estimating the cluster party’s inculcation level by the informational and economic indexes is an important part of developing a clusterization process. A trial introduction of the cluster approach by the «Isolyator» factory (in Moscow region) is also characterized.

In the article authors present some basic ways of evaluating the quality of life level, identify and analyze its basic characteristics and parameters, which determine appearance. Particular attention is paid to the development of region’s knowledge economy as an interlink between «diffuse knowledge» and the acquisition of the necessary quality of life, with the help of regional education and research clusters. It is proved that the basis for the market equilibrium conditions in the region is social capital, which forms the background of the necessary knowledge and provides to the lowest costs level and necessary quality of life level.

In the article author presents the ways of forecasting the developing prospects of the Russian orthodoxy’s potential capabilities for stimulating the economic growth. It’s also proved that the problem is not the form and content of religious affect to the economy (M. Weber), but in the force of religious habit. So, author makes a conclusion that the problem reduces to the problem of choosing the model of Russia’s economic development: survival models, public welfare models, or artistic creativity model (based on the sacralization of routine work, transforming it into a sacred duty).

This article deals with the problem of legal nihilism in nowadays Russia. Relevance of the topic is identified by the not-gained strategic object: creating a new, legal state in Russia, free from the shadow transactions and bureaucratic discretion. Deep-rooted legal nihilism in the legal consciousness of the Russians is one of the reasons for the crisis in Russian society. That is why the country needs both social-economic and political stability, and legal. In the article author defines the essence of the legal nihilism, its structure, identifies the historical conditioning, describes the current relation to the right in Russia, presents the general way of overcoming this problem.

Ilyukhina L. V., Logacheva E. A.   Health Promotion as a Life-Style for the Student Youth in an Average Russian Country Town


In the article authors review the actual problems of developing the health promotion as a life-style for the average Russian town’s youth (this kind of youth is not well-investigated social group in Russia). Authors show, that the youth in an average country town feels the effect of social differentiation as an effect of provincialism, poorness and stagnation. Authors present an idea, that the most effective, popular and traditional for urban culture way of developing the health promotion as a youth life-style is developing physical culture and sport activities. The idea is based on the specific sociological materials.
