The experience of Lean Production instruments using at the production plants is analyzed in the article. Some reasons for low efficiency of their using are shown. The importance of using a microeconomic standardization as an instrument of Lean Production and studying this kind of production by the student of engineering and economic specializations is substantiated by the examples of specific enterprises.

Objectivism considers an external world as mind-independent. Subjectivism has the opposite opinion. Pragmatics takes into account only usefulness of external objects. Followers of Ludwig Wittgenstein focus only the facts. This paper introduces and prospects a Theory of Needs and Problems as a point of view that unites all above listed perceptions of the world and grounds leading trends of modern Informational Technologies such as Pervasive Computing and Internet of Things.

A result of analyzing the actual problems of assessing the effectiveness of the information resources’ using in the processes of the intellectual property managing at the enterprises of an agroindustrial complex is presented in the article. New methodological approaches to developing the effectiveness indicators for the information resources’ using for managing a breeding branch of the agroindustrial complex of Russia are also presented.

Sukharev O. S., Ilyina O. B.   The Dynamic of Structural Changes in the Economy of the Kaliningrad Region


In the article authors present the analysis of changes in some branches of Kaliningrad region’s economy: industry, agriculture, construction, transport and trade. The analyzing period is 20 years long, from 1990 till 2010. A base year is 1990. The gross regional product, assets and investments are used as parameters of the research. The result of research is information about structural changes on gross regional product in industry, agriculture, trade. According to received result of research the authors give recommendations to overcome the structural contradictions.

Tulchinskaya Y. I.   Organizational and Economic Mechanism, which Avoids Corruption in the Companies during Power Equipment Purchasing


A popular nowadays tendency among the companies is to buy the cheapest power energy equipment (PEE). The result of such policy is overcharging for excessive energy consumption. Author presents a method of choosing PEE by the minimum total cost of ownership (TCO) that includes the costs of purchasing, transportation, storage, installation and commissioning, operation (energy costs), repair and preventive maintenance, life extension, decommissioning and disposal of PEE. Using a presented method also should improve the control of workers’ competence (in choosing PEE to purchase) and prevent the corruption (corruption or incompetence becomes clear when the workers decisions are different from the optimum, shown by TCO).

Saharova J. V.   The Features of Social Systems’ Cycle Structure Transformations in the Conditions of Openness and Closure to the Outside Space


The life activity and the development of social structures include the periods of changing their conditions — fluctuations to the state of smaller or greater openness the outside space. In the article author examines this type of cyclical social dynamics as a number of complication (simplifying) and regulation (disorganization) processes, which alternate one another. The named processes run in self-organization mode.

The actual problems of the ecologic and land reclamation-based creating of soil-conservative nature management for market economy are considered in the article. Localization of the intensive agriculture in the flat lands, using the biological principles of agriculture on slopes and the natural agricultural coenosises on the reclaimed lands is also presented. The economic and mathematical model of a crops’ structure optimizing problem on the reclaimed lands is presented.

Author shows that at the end of the Middle Age and Renaissance traders formed a significant social level. The signs of the trade institutionalization include the expansion and determination of certain trade strategies for the certain social levels. We can see the change of worth attitude to the trade: suspicion and negative attitude to the traders has been changing to the cultural models of worthy people.
