Shichkov A. N., Borisov A. A., Kremlyova N. A. Designing the Operating Cycle for the Conversion of Manufacturing Capital in the Conditions a Foundry-mechanical Plant

The article presents the results of research on the design of the operating cycle of the conversion of manufacturing capital into monetary capital in the conditions of the foundry-mechanical plant, which provides market-required growth in sales value. The operational cycle of conversion is divided into the basic cycle, where the manufactured products are sold on the basis of marketing technologies and the innovation cycle, which ensures the growth of added market value. As a tool for motivating managers and productive staff to continuous innovative activity, the technological costs of the basic operating cycle of conversion include the minimal (according to the law of the Russian Federation) labor payment, and all other sources of labor payment are the parameters of the innovative cycle of conversion. It is known that the most probable value of the product is its market price, so the innovative activity of the enterprise is aimed at ensuring equality of the added value of the product and its market price. The foundry-mechanical plant is offered to organize production by transferring based on market relation the technological costs and product consumer properties within technological stages being the zone of financial responsibility. At the same time, the equilibrium of the parameters of the operational cycle of conversion must be realized by means of an electronic-digital management accounting system.

Nizhegorodtsev R. M. Anatomy of Russian Liberalism: the New Normal of Globalization and the Tasks of Import Substitution for Social Institutions

The article is devoted to the analysis of modern Russian liberalism in its various manifestations in connection with the globalization trends of the world economy. The special attention is paid to the import of social institutions in contemporary Russia and the reasons for their import substitution. The problems of economic growth for Russia and the limitations in this way are also discussed.

Kolbachev E. B., Halas Sh., Fedorchuk V. E. Kornais Experience and Prospects of Application of the System Paradigm in the Design of Production and Technical Systems

The article shows that the design of production and technical systems and facilities in the conditions of NBIC convergence requires a new methodological framework that harmonizes the social, economic and technical aspects of design. The system paradigm developed by the Hungarian economist and system engineer Janos Kornai can serve as such a methodological basis. The essence of a system paradigm is that economy functioning and society — processes of production, distribution, exchange and consumption of tangible and intangible benefits — is seen through the prism of creation, interaction and transformation of socio-economic systems. Approaches to the formation of engineering and economic tools based on the system paradigm are proposed.

Sukharev O. S., Voronchikhina E. N. Technological Industrialization: Regional Specifics

The purpose of the research is to determine the strategies of technological development in the regions-leaders and regions-outsiders of the rating of innovative development of the Russian regions. The research method is the structural analysis, which makes it possible to single out modes of technological renewal depending on the response of the economy to an increase in investment in new and old technologies. The research confirmed that investments in new and old technologies have the different impact on the technological level. Therefore technological development strategies are implemented for each region. Thus, the established type of strategy is determined by the sensitivity of the technological level to investments in new and old technologies. An assessment of the level of industrialization is carried out for one of the considered region according to the general and special criteria of industrialization, taking into account the division of technologies into old and new and the separation of two sectors of the regional economy — manufacturing and raw materials. The criteria used represent the tool for diagnosing the process of regional industrialization, which allows to identify the specific conditions of this process and specify the measures of regional economic policy. Another result of the study is the specification of technological development strategies of Russian regions.

Larionov V. G., Larichkin V. V., Sazhin I. A. An Example of a Variant of Controlling by the Public Ecological Fund of Atmospheric Air Condition

The article considers the example of controlling by public environmental fund of the state of atmospheric air in the Kalininsky district of the city of Novosibirsk. The method of forming zones of pollution from a combination of point sources of CHP-4 is described. Special cases are calculated for dangerous, low and strong wind speeds. The initial data on the implementation of controlling the state of the atmosphere in this area of the city of Novosibirsk by the public environmental fund have been formed.

The article analyzes legal basis for the conclusion of energy service contracts, reveals the concept of energy service contract from the point of view of the Russian legislation, considers the types of energy service contracts, as well as key resources involved in the process of preparation and implementation of energy service contracts. The authors identify current key changes in the current legislation of the process of energy service contracts, and examples of actions of local governments in the process of their conclusion. The practice of concluding energy service contracts on the part of the customer, starting from the search for needs, budgeting and ending with the direct conclusion of the contract. The energy service contract is considered from a management point of view as the best way to improve energy efficiency and energy saving.

Vasilieva A. V. Design of the Spatial Organization of the Recreational System of the Border Region

It is important to plan the spatial organization in an integrated and systematic way. In modern economic approaches, it is customary to abandon the idea of a self-regulatory market. Elements of the economic system do not always arise where it would be most effective. This is also characteristic of recreation as a type of economic activity. The design mechanism of the spatial organization of the recreational system of the border region, which includes three stages is presented in the work: assessment of the current state of the recreational system of the border region; identification of the most promising areas for the development of recreational activities; organization of the planning process for the spatial organization of the recreational system of the border region. For a consistent study of these substantive stages, a toolkit has been proposed that allows taking into account local features in the process of coordinating actions at the federal, regional and municipal levels. This approach expands the possibilities of applying this mechanism in the practical field to solve the socio-economic problems of border regions.

Kurepina N. L., Namrueva L. V. Methodological Approaches to Evaluation Economic Security of the Regions

In recent studies of economic security, a lot of attention has recently been paid to the development of the theory of this branch of knowledge. This is due to a change in the economic situation, the emergence of new threats and risks. The system analysis of the conceptual apparatus, methodological approaches made it possible to conclude that the given area of knowledge is insufficiently studied, to identify certain inaccuracies in the definitions and to review the main directions for improving the methodology for assessing regional economic security. The analysis of methodological approaches made it possible to conclude that studies on economic security at the regional level often speak of regions in general, while the subjects of the Russian Federation differ in their ethnocultural, ethnoconfessional and other characteristics, which should be reflected in the scientific analysis. The author substantiates the expediency of an interdisciplinary approach to assessing the economic security of the region, which will allow to explore regional problems of economic security using the relevant provisions of the methodology of other scientific disciplines, such as regional economics, ethnosociology, ethnopolitology, law, etc.

On the basis of the terminal transport-forwarding activity operational management problems analysis the main directions of increase in efficiency of technological processes of processing and freights departure with application of logistic and economic-mathematical methods are revealed. Creation of model of operational management of operation of the terminal is executed and the optimality criterion when working on processing and departure of freights in the long-distance message is reasonable.

The purpose of the study is to analyze the operation of Apple Pay, Samsung Pay, Google Pay and Garmin Pay mobile payment systems, the features and competitive advantages of each of them, as well as the prerequisites for further development in the Russian market, identifying problems and risks of fraud while using mobile applications. In the process of writing were used: the method of content analysis, analysis of documents and observations, as well as methods of strategic analysis. The results of the study: the article reveals the mechanism of mobile payment systems, the features and competitive advantages of each of them, as well as the prerequisites for further development in the Russian market, highlights the problems and risks of fraud in the use of mobile applications, analyzes the time of arrival of international systems in the region. Practical significance: the features of the primary implementation and further development of contactless mobile payment systems highlighted in the research process and their accounting can help with the improvement of the national payment system «Mir» and users who are confronted for the first time with a variety of services.

Town-planning zoning of territories and its types is carried out on the basis of the analysis of planning and functional and industrial organization of the territory of the city. The article describes the main types of zoning of the territory with the sequence of all types of work necessary to identify problems in the city. For further functional use of the territory of the city, according to the rules and regulations of planning and development of cities, it is necessary to carefully analyze it, and taking into account each land plot, which requires a quality information base.

Buklanov D. A. The Role of Inflation Factors in Maintaining the Sustainability of Tax Revenues of the Russian Federation

The article is devoted to the quantitative study of the influence of the inflation factor on the stability of tax revenues in Russia. The analysis of statistical trends and elasticity coefficients leads to the conclusions about the contradictory nature of the impact of inflation on the stability of tax revenues. In the long term, price growth is a pronounced determinant of nominal tax revenues increasing and smoothing their fluctuations, in the short term — it contributes to an increase in fluctuations in individual tax revenues.

Pryadein V. S., Abramov S. M., Akulov S. A., Pashkevich N. A. Peacekeeping of Yasser Arafat as an Attempt of Front-related Change in the Life Space of Palestine and Israel

The article discusses one of the most-sided and contradictory phenomena of Y. Arafat — peacekeeping. At the same time, the reasons for the transition of the leader of the Palestinian people to a peacekeeping policy are mentioned in the work. Peacekeeping is seen as a hidden form, suggesting the inevitable frontier change in the living space between Palestine and Israel. It is emphasized that the historical injury of the Palestinian people is associated with negative experience of building statehood. It is argued that the manipulation of international public opinion (unenlightened listeners) in favor of the Palestinian Arabs, blackmailing the way of inconceivable suffering and, consequently, a possible negative conflict scenario, contributed to the distortion of reality and transparency of Palestinian-Israeli relations.

The article is devoted to the analysis of judicial acts adopted in the case of protection of business reputation of Lapin Maximilian Alexandrovich. These acts attracted the attention of the author due to the fact that the court, refusing to protect business reputation, used quite controversial judgments. The decision in the case of M. A. Lapin returns to the discussion of a number of controversial issues, such as: what business reputation is subject to protection, what reputation should be considered negative, what is the level of business reputation, how can you determine the moment when business reputation is considered to be formed.
