Nizhegorodtsev R. M. The Outlooks of Rsearch Management Under a Deindustrialization Trap

The paper describes so called trap of deindustrialization, which is in danger of falling of the Russian economy due to the stable low cost of labour. It is shown that the trap makes it difficult to control the sphere of research and development. From that view, institutional transformations in the management of Russian science are considered and it is concluded that the corresponding system of management institutions is on the path of degradation, which is probably ending up with the rapid collapse of the managed system.

Kleeva L. P. Goal Setting as a Starting Point for Regional Development Management

The article discusses how to define when forming the concepts of socio-economic development badly, medium and underdeveloped regions of Russia. The division of regions into these three groups is based on GRP and GRP per capita. The article shows how the leading and lagging regions in the Federal districts have changed since the beginning of the century.

Postnikova E. S., Volochienko V. A. Conceptual Bases of the Organization of Perspective Domestic Machine-Building Production

The article deals with the problem of organizing the production of competitive machine tool products in the Russian Federation. The existing approach to the solution of this problem is considered. The analysis of possible options for the construction of the production structures of the machine-tool industry has been carried out, a target approach has been proposed for the construction of local scientific and industrial machine-tool systems (LSIMTS), focused on the end user. The conceptual provisions of the organization of a promising domestic machine-tool production based on the construction of LSIMTS are formulated.

Dolmatov N. P., Egipko S. V. The Influence of Operational Characteristics of the Device for Cleaning of Pipelines on Its Economic Performance

The purpose of this article is to improve the economic efficiency of the device for cleaning pipelines due to the calculated data on the justification of the number of jet nozzles. The article substantiates the dependence of the rate of supply of the drainage device on the rate of water flow from the jet nozzles. The dependence of the cutting speed of sediments on the cutting time is given. The value of the water flow rate of one jet-forming nozzle is determined, which makes it possible to determine the total water flow rate of the drainage device per unit area of the washed drainage pipe. The calculations in this article took into account the conditions of disjoint sediments.

Ahmed Ahmad Hassan Ahmad Structural Organization of the Information Economy (the Nature and Content)

The article reveals the meaning of the concept of information economy. Various interpretations from different scientists are given. The meaning and content of the information economy are considered. The structural organization was analyzed. The importance of information technologies for the development of the country’s economy is revealed. Though economists often talk in terms that seem impenetrable, what they study is very simple and basic. The «economy» is how resources are distributed throughout society. Since the 1960s, the world has been described as an information economy, rather than an industrial or agricultural economy. Buying, selling and using information are at the heart of economic activity for businesses and consumers, as well as for the governments that regulate them. In ancient hunter-gatherer or small-scale agricultural societies, most economic activity was governed by tradition. When a global economy first began to develop in the XV and XVI centuries, however, the need to plan for activities that would be coordinated over vast distances and the need to account for the effects of weather and events in faraway places on domestic availability of food and goods led to the articulation of theories about how the economy works. Each subsequent change in the nature of the economy has similarly stimulated the development of new economic ideas, first with industrialization and then with «informatization».

Lugaskova M. A. Determining the Second Level Key Risk Factors Algorithm Development for the Enterprise Investment Value Model

Value-based management conception is being performed in companies which are situated in countries with developed economies. The variety of choice of models for determining enterprise value and their adaptation often delay the practical application of this concept in Russia. This article considers the investment value as a method of evaluation enterprise effectiveness, which could be applied in the current economic situation to both public and non-public enterprises. The conducted sensitivity analysis allows to identify risk factors which have the main impact on the investment value. Key risk factors have been identified among cash flow, discount rates and the expected rate of growth of cash flow in the post-forecast period. This algorithm provides an opportunity to assess the management and enterprise effectiveness, as well as make the necessary corrections to the current economic policy and develop activities in order to increase the enterprise value.

Skorobogatov A. S. Analysis of Contractual Relations Between the Developer and the Manufacturer in the Design and Technological Preparation of Production

The article is devoted to the analysis of business processes of machine-building enterprises of Russia in the field of design and technological preparation of production. The digital transformation of all areas of the economy and the development of Industry 4.0 require a revision of business process management systems in enterprises and transfer them from traditional to digital system. The article examines in detail the situation often encountered at the enterprises of the militaryindustrial complex during the design and technological preparation of production. Interacting according to the traditional scheme, when carrying out the «Developer» (the Developer) and «Manufacturer» (the Manufacturer) to duplicate the series of operations, jointly producing the product. Thus-this generates a number of negative factors: the emergence of new errors, an increase in the period for the design and technological preparation of production and production of products, additional financial and labor costs. In the digital field in the end-to-end design, these factors can be eliminated, while the decisive is the contract for design support concluded between the two organizations, the Developer and the Manufacturer. The author considers the business processes of design and technological preparation of production at the operational level and with the help of comparative analysis in the digital environment redistributed responsibilities of each organization. It is also one of the main factors in the traditional design and technological preparation of production, the existing division into design and technological preparation of production is requiring attention. In the digital field, this division becomes less noticeable and the duties of designers and technologists can be redistributed depending on the tasks performed. The distribution of responsibilities at the level of various interacting organizations occurs by changing the contractual relationship. The negative and positive aspects of operations in the traditional and digital system of design and technological preparation of production are revealed. Proposals to change the contractual relationship to optimize the labor, time and financial costs of the Developer and the Manufacturer.
