The article describes in detail the function and structure of the ergodynamic cooperative, in which the production function of the product manufacturing is combined with the function of permanent growth of innovations emerging within the cooperative, which are the basis of any innovative production. The methodology of creating an ergodynamic cooperative can be used in the development of an «innovation cluster», which can include both developers of unique ideas and engineers capable of implementing them in production. Creation and development of «innovative clusters» and other structures focused on cooperation of developers of new engineering solutions and persons implementing them, it is advisable to carry out on the basis of the ideology of ergodynamic cooperatives, objectively guaranteeing a permanent, steady growth of «innovation» of production, through the use in practice of the laws of creatively oriented transformation of labor. The article is useful for all specialists dealing with the problem of innovative production.

The article is devoted to the study of the prerequisites for the development of sectoral cooperation in the conditions of digitalization of industrial production in the Republic of Crimea. The shipbuilding as the leading industry in the region is analyzed. The necessity of the development of the shipbuilding industry of the Republic of Crimea on the basis of the development of industry cooperation has been substantiated. It is proved the actuality to develop the digital networking in the construction of civilian ships for passenger traffic and fishing fleet within the cluster chains of the Republic of Crimea with enterprises of the Republic of Tatarstan, St. Petersburg, Sevastopol, Yaroslavl region.

Ryzhkov A. O. Development of Indirect Stimulation of Innovation Activity of Organizations Performing R&D

Some factors of stimulation of entrepreneurial activity in Russia are considered. Considerable attention is paid to the problems of ensuring a positive solution to the problems of taxation of business structures in general and performing R&D in the Russian Federation. A list of tax incentives that are widely used in the activities of foreign countries and the Russian Federation is given, and mechanisms for improving tax policy to improve the activities of the innovation sector of the Russian economy are proposed.

The article is devoted to management issues in the format of Soft Power. At the beginning of the article the historical aspect of the concept of Soft Power is briefly identified and its meaning is given. Further named methods and sources of information with which the authors have prepared this publication. Then, the use of soft methods as applied to business is considered in some detail. Concrete examples of successful use of Soft Power methods for enterprise prosperity are given. On the example of Apple, it has been convincingly proven that only one advanced business idea can lead to financial well-being, worldwide popularity, and also the generation of super-profits. The article mentions advanced foreign and Russian entrepreneurs, who in their practice productively and successfully use Soft Power methods. In conclusion, conclusions are formulated.

The article reveals the concepts of volunteer, volunteer activity. The author analyzes the normativelegal documents related to volunteer activities. The article deals with volunteer activities in University communities, in particular, the organization of volunteer activities of students in the specialty «Social work». The article tells about the volunteer Center, organized in the Gorno-Altai state University, about the activities of volunteer students. It is said that young people have great opportunities to participate in solving social problems and transformation of modern society. Volunteer associations solve problems of local and all-Russian scale, thus able to influence the specific historical situation, to improve socio-political relations, as well as to strengthen the recognized universal values and ideas of patriotism.

A target model (TMA) has been developed to ensure high quality and accessibility of education of all types and levels. Formation of the digital educational environment of the educational organization will allow to provide modernization of the educational process, to introduce in pedagogical practice technologies of electronic learning, models of the mixed learning, automates processes of management of quality of education, formation at students of skills of training in the digital world, ability to create digital projects for the future profession, presence in the educational organization in a network the Internet.

In article the perspective directions of development of renewable power of northern territories are considered. The analysis which is carried out in article is concentrated on detection of key characteristics and the directions of development of renewable power, in the conditions of limitation of investment resources, the shortage of energy resources, high tariffs for energy, exhaustion of fossil fuel, increase in costs of development of new fields, complication of access to new technologies. Data on development of the branch of renewable power are given in world level and at the level of regions of the Northwestern Federal District. The conducted research has analogs in science, however contains the signs of novelty consisting in development of methodological approach to formation of scenarios of development of renewable power and economic security on the basis of interaction macro- and mesolevel. The expected results of scientific research can promote deepening of the existing system of knowledge of the studied phenomena; in particular, it concerns improvement of tools of state policy in the field of development of organizational and economic aspects of implementation of regional power policy.

Karpova N. V. Use of Mechanisms of Public-private Partnership in the Course of Ecological Development of the Urban Area

The urban area remains the most important component of both the surrounding environment, and economy of municipal economy. The research of the problems connected with studying use and assessment of urban areas is the main component of formation and development of municipal economy. Feature of this direction is formation of the ekologo-economic mechanism of justification of the organization of the city territory as main factor of development of city economy, therefore formation and development of the mechanism of private partnership in these conditions plays extremely important value and expresses essence of the general development of urban areas.

The article discusses the main directions of formation of a system of effective territorial planning based on economically sound decisions on the development of territories and representing one of the priorities of state policy. To improve the efficiency of the territorial planning system it is necessary to use all available information and analytical systems, the components of which are regulatory, administrative, organizational, information and technological resources. Urban planning documentation developed should meet the requirements system based on the provisions of current legislation and regulatory technical documents and generalized experience in the development of all types of urban planning documentation. It should be noted that under the current land legislation a mandatory document when placing any capital construction objects is a special type of urban planning documentation, namely, the project of planning and land surveying of the territory, information of which is also mandatory for entering into the Register.

Koshel I. Y. Migration in the Era of Globalization: Trends of Sociocultural Contexts

The article deals with migration research in the era of globalization. The sociocultural factors that contribute to the growth of migration processes are indicated. A number of modern theoretical developments in the sociology of migration presented by domestic and foreign authors have been systematized. Attention is focused on current trends in migration processes that reveal sociocultural contexts, including: globalization of migration, changing directions of dominant migration flows, differentiation of migration, economic effects of emigration, growth of migration networks, strengthening of cultural globalization, polarization of sociocultural space, etc.
