Schmeleva A. N. Life Quality and Housing Renovation in Moscow: the Owners Anvil

In the spring 2017 the word «renovation» invaded the lives of hundreds of thousands of Muscovites and the author of the article was not an exception. Today in this article almost two years later after the appearing of this term we will analyze this phenomenon from the perspective of apartment owners of those houses that have become objects of this program, who were fortunate enough (or not) to take an active part in its implementation. The problem of forming the «renovation owner’s anvil» was revealed. It means the situation where on the one hand, there are motives for buying a particular apartment and a certain level of comfort in living there but on the other hand, the owner is obliged to urgently defend his ownership of the housing for which he has already paid and to defend his right to preserve the former urban habitat and life quality.

The geopolitical, natural-climatic and other factors which have determined specificity of economic development of Russia and feature of national model of managing are considered in this article. The special Russia society structures which have formed functions of imperious institutes and system of relations of the property rights are analyzed. Also mental characteristics in a context of the informal institutional environment of the Russian society, principles of forming of mentality and its influence on national economy are analyzed. The conditions which have formed a centralised control system by economy and the state are described. Necessity of search of methods of realization of the economic policy directed on development of national economy on own optimal way, corresponding to institutional structure of a society is underlined.

Oborin M. S. The Influence of Intellectual Potential on the Development of the Industry

The article deals with the concept and content of intellectual potential as a complex scientific and socio-economic category, substantiates its role in the education system and the development of society and the state. Statistical indicators illustrating the impact of intellectual potential on the development of industry are considered. The concept of knowledge triangle, its social and economic effect is considered. Prospects of development of the industry of Perm Krai on the basis of R&d are characterized. In modern conditions the socio-economic development of the state is determined by the dynamics of scientific and technological progress, the level of professionalism in various fields of life, so special attention should be paid to the management of intellectual potential on a systematic basis, combining higher education and practice.

Zhamkova V. S. Methodology and Tools for Assessing the Effectiveness of Knowledge-Intensive State-owned Companies Using a System of Key Performance Indicators

This article discusses the current problems of evaluating the effectiveness of state-owned companies-manufacturers of high-tech and innovative products using the Key Performance Indicators (KPI) system. KPIs are indicators of the effectiveness of state-owned companies, and therefore the importance of researching a methodologies and tools for evaluating state-owned companies using the KPI system becomes evident. The main content of the study is to identify and analyze key problems in the application of the KPI system, summarizes the practical experience of its use in the leading high-tech state-owned companies of the Russian Federation. The author offers recommendations for managing state-owned companies by KPI.

Khalfin R. M. Corporate Procurement Systems as a Means of Cost Management in Russian Manufacturing Organizations

Corporate procurement systems used in the Russian industry are considered. Consider their shortcomings to be overcome in the course of modernization of system of logistics. It is proved that the formation of corporate competencies in the field of procurement and management of production costs with their help is the most important task of improving logistics systems in Russian commercial organizations.

Grishkova N. S. Matrix of Positioning of Economic Systems for the Purposes of Public Administration of Housing and Communal Services

The article is devoted to the substantiation of measures of state regulatory impact on the development of housing and communal services. The article proposes a matrix of positioning of the economic system for the purposes of state regulation of housing and communal services, in which all regions are distributed using two indicators: the elasticity of the financial result of housing and communal services organizations on inflation and the elasticity of incomes on inflation. The key factors of development of housing and communal services subject to state regulation are allocated.

Dolmatov N. P., Egipko S. V. Increase of Economic Efficiency of Cleaning of Pipelines by Changing the Main Parameters of the Flushing Device

The purpose of this article is to increase the economic efficiency of the device for cleaning pipelines by determining the optimal angle of inclination of the jet-forming nozzle defining and solving two main problems of washing and pushing the formed water pulp along the drainage pipeline. In solving this problem, the velocity of the jet flowing out of the nozzle, the jet costs necessary for the erosion of the nozzle and pushing it along with the formed water pulp were taken into account. In the calculation criteria to determine the minimum and maximum angle of inclination, as well as the optimal value of the angle that allows to perform the main tasks on the erosion of the filler in the drainage pipeline were identified.
