Petukhov N. A. Migration Attractiveness of Cities Administrative Centers of the Russian Federation


The article is devoted to comparison of migration attractiveness of cities — administrative centers of the Russian Federation. The infrastructure provision factor and the city’s attractiveness factor are compared for those cities. These factors are consider such indicators as average wages, average assigned pensions, provision of primary educational establishments, the total size of living area per person on average, the doctors number, hospital beds, crime rate.

Borovaya L. V. The System Paradigm as the Basis of Development Management Polytechnic University


The article deals with the approach to the formation of the management system of the Polytechnic University on the basis of the system of J. Kornai — G. Kleiner. It is proved that the socio-economic system of the Polytechnic University should be considered as a production system that operates specifically and produces new knowledge.

Kuzminov A. N., Ternovskiy O. A., Korostieva N. G. Modal Argumentation of the Validity of the Concept of Economic Cenosis


The main purpose of the article is to substantiate the feasibility of using in scientific practice the categories of the cenological theory to describe the complex socio-economic systems. As a starting point, we use the consideration of approaches to the formalization of complex systems, which include the classical cenosis, which allowed us to identify a system of parameters that provide this justification. It is revealed that the presence of complex socio-economic systems set of properties that reflect their self-organization, evolutionary, synergetic nature of formation and functioning mediates the use of multi-formalization of their economic cenoses. The main ontological argumentation is based on the paradigms of constructivist philosophy and scientific realism, which provide the possibility of integration of different structural and content representations of complex systems in the context of their stability in the form of an object with special properties-economic cenosis.

Savenko V. G. Fractal Approach to the Management of the Institute-Branch: Instrumentation


The article considers the organizational and economic tools that can be used in the organization of management of the Institute-branch of the University, in particular in the organization of its interaction with the head University. The expediency of applying the method of economically minimal production systems in assessing the strength of the organizational ties of the branch with the head University is proved.

Degtyarev D. M. That Resemble Natural Ones Technologies and Production Systems Based on Them


The essence and organizational and economic features of nature-like technologies are analyzed. It is proved that from the point of view of their development in the modern (including Russian) economy it is important to study the features of production systems created on the basis of natural-like technologies. At the same time nature-like technologies should be developed taking into account the requirements of human security, physiological and social well-being. This means that production systems based on natural-like technologies should be created as human-oriented. The directions of formation of natural-like technological structure are considered.

Ryzhikova M. A. Synergetic Approach to the Management of the Quality System of Transport Services as a Factor of Innovative Development of the Enterprise


We describe a question of issuing the synergetic approach in management of quality transport services system as an opportunity of innovation development of transport organization. We analyze the essence of concept «innovation» and detect distinctive features due to this category. We suggest the structural model of innovation process in transport organizations. We also review theoretical aspects of «synergism» in economic system and differentials of transport organizations from theory «synergetic». We substantiate the adaptation of synergetic approach to the system of quality service management, and also we apply the synergetic model of management of quality system in transportation.

Neveselov A. A., Skorik A. P. Dualist State Regime: Concept and Social-legal Reality


One of the most collision forms of the state regime was investigated using structural-functional analysis, semiotic and systemic approaches. A significant place in the work is devoted to the study of the mechanism of checks and balances, which has become the generalizing principle of the dualistic state regime. It is proved that such a regime is a multi-sustainable perspective and not a transitional state in the development of modern statehood.

The features of social well-being of disadvantaged families in a crisis of society are analyzed. The article contains a functional analysis of the family’s life activity, which presupposes highlighting the main social functions of the modern family in society.
