The theoretical foundations of the management decision-making process in production systems are onsidered. The composition and content of the tasks performed by the controller in the process of preparation and management decision-making in production systems in the conditions of problem situations of varying complexity are developed. Practical recommendations on the inclusion of controllers in the processes of preparation and management decision-making in production systems are presented. Adequate methods, approaches, methods of solving problem situations of varying degrees of complexity arising in the process of operation of the production system are recommended.

Kravchenko O. A., Labadze O. E. Administrative Consulting Technologies as an Element of the R&D Project Management System at the University


The need to create a national innovation environment, including a system of research and development integrated with higher education, flexibly reacting to requests from the economic sectors, determines the importance of searching and introducing new technologies for management and development of R&D in Russian universities. The advisability of applying the technologies of management consulting as a tool for project management of R&D is related to the following aspects: the need to consolidate the themes of scientific research and the transition to the formation of large interdisciplinary integrated projects, specificity of the employee of the university as an object of management. The main characteristics of management consulting as a highly effective tool for the development of scientific and innovative activities are system, process, expert, results-oriented. Being a link between the achievements of theory and practice of management with indicators of the effectiveness of the scientific project, management consulting technologies have a wide range of opportunities at various stages of R&D implementation in the university.

The article deals questions with the application of the methodology of foresight researches to justify the development of land melioration in Russia. Presented with application of methods of strategic analysis and expert assessments the development prospects of the agroindustrial complex until 2030, forecast for the development of land reclamation, the introduction of irrigated and drained lands in the constituent entities of the Federation is built. The application of renewable energy sources (solar generation) at melioration facilities and promising areas of research in this direction are shown.

A competition necessity and innovative possibility of economics-legislative perfection of joint activity of the state and business in the field of power safety is explored. Ryabchuk P. G. Analysis and Classification of Methods for Assessing the Effectiveness of Leasing


In modern economic science a large methodological experience has been accumulated in assessing the effectiveness of leasing transactions from the perspective of the subjects of the leasing system. The authors of numerous publications have become a lot of foreign and domestic researchers of the problems of leasing effectiveness. In this connection there is the problem of choosing the most appropriate and informative approach to the evaluation and the resulting efficiency criteria, taking into account the specifics of the lessee and the tax component of leasing relations. In this article, the analysis of existing methods for assessing the effectiveness of leasing compared with other schemes of investment in real assets of enterprises is carried out. Based on the identified strengths and weaknesses, the author proposed classification methods for assessing the effectiveness of leasing and development direction of the methodological framework for the assessment of leasing as a tool of industrial investments, taking into account the interests of all subjects of the leasing system.

Zinchenko E. V. Improving the Competitiveness of Russian Manufacturing Enterprises on the Basis of Digitalization of the Economy


The article proves the need for the formation of the digital economy as a matter of national security and independence of Russia, the way of life, a new basis for the development of the economy and the whole society, including the digitalization of production at engineering enterprises. The subject of the research is the digitalization of the processes of acceptance tests of electric locomotives, and as an object — production in the LLC «PC „Novocherkassk Electric Locomotive Plant“. The tasks are formulated and measures are developed to automate the work on managing the processes of performing operations when carrying out the acceptance tests of electric locomotives. The conclusion is made about the optimization of acceptance testing processes with the use of modern IT-technologies.

The market economy pays close attention to corporate development. For corporate development a modern organization must have the necessary resources. Resources that contribute to the corporate development of the enterprise can be represented as corporate resources. The most important role here belongs to the information and knowledge resources. This paper discusses approaches to assessing the effectiveness of the use of information and knowledge resource corporate development, while the comparative analysis is the basis for the development of the assessment model, which integrates the different components. Despite the fact that many indicators are used to assess the effectiveness of corporate development resources, in the conditions of a large amount of information and time constraints, a person making management decisions has an actual need for an integrated knowledge parameter, its design and will be discussed in this article.

The article deals with the organization of innovative activity in enterprises and business groups of industry on the basis of the principles of intelligent management of their production systems. The features of interaction between «innovators» and «simulators» in the development and implementation of innovative projects of various types are investigated. An approach to the choice of methods and tools for the formation of innovation management system is proposed.

Bandurin M. A., Yurchenko I. F. Ecological-economic Efficiency of the Geotextile Antifiltration Covers for the Water Supply Structures of the Irrigation Systems


The issue of the research is to improve information support for the estimation of the environmental and economic efficiency of the water supply structures operation for the irrigation systems. Actuality of questions of improvement of methodical approaches to a substantiation of expediency of introduction of innovations into the practice of service operation, taking into account the outcome of the assessment of specific investment projects are shown. The studies of environmental and economic efficiency of the antifiltration geotextiles for the water supply structures of the irrigation systems as well as the methodological recommendations of investment projects in land reclamation (RD P3.00.01.003-03) must solve this problem. The application of the developed antilittering coatings and constructions are recommended in the field of land reclamation.

Borisov I. M. Social Inequality, Economic Development and Corruption: Interdependence


The article assesses the interrelation between indicators of social inequality, the level of economic development and the level of corruption in different countries. An attempt has been made to confirm or refute the idea that a country with a low level of social inequality is economically developed and has a low level of corruption, and, on the contrary, that a high level of social inequality is characteristic for economically weak countries with a high level of corruption. The interrelations between the Gini index and GDP per capita, as well as the positions in the index of perceptions of corruption and GDP per capita, taking into account the regional aspect are considered. As a result, it was concluded that, these relations are actually observed, but there are exceptions. Russia was examined separately. The country has a high level of corruption and a small GDP per capita. Nevertheless, there is a huge potential that Russia possesses.

The paper considers the state of the labor market in the Rostov region, as well as the directions and prospects for its development. Particular attention is paid to the development of the labor market in the agricultural sector. The peculiarities of the development of the agro-industrial market are revealed, as well as certain complex measures that are necessary for the effective and stable functioning of the labor market in the region. The purpose of this study is to study the indicators of employment and unemployment. In the course of the work, statistical analysis of the labor market was used from the base of the Federal State Statistics.

Increasing the efficiency of management of the activities of the organization is an actual issue for the enterprises of the construction industry in modern society. In a highly competitive environment the entrepreneurs use both innovative production technologies and marketing tools, as well as ways to improve the organizational behavior of the management system of entrepreneurial structures. Domestic and foreign experts in their scientific work agree that the increase in the effectiveness of the organization can be achieved by applying the basic principles of intra-company marketing. Therefore, understanding the essence of intra-company marketing makes it possible to improve the organizational behavior of the management system based on the marketing approach.

Isakova O. V. Self-organization of Russian Youth in the Context of Cultural Trends in Russian Society


The article includes explanatory content of the cultural aspect of self-organization of Russian youth. Based on the fact that the influence of cultural and identification matrices increases in the conditions of social uncertainty, the author directs research efforts to identify cultural markers (boundaries) of youth self-organization. The article concludes that, firstly, unlike Western models, Russian youth is influenced by subcultural trends only at the level of informal structures that do not have significant influence in the youth environment. Secondly, it is revealed that the selforganization of the Russian youth is in a state of cultural transit and the lack of established patterns of voluntary Association, although this trend is manifested in the positions of having a high social and professional status of youth.

In the article the subject of a systematic examination becomes a phenomenon of the professional military corporatism, realized on several levels of organizational interaction. In interrelation with it internal contradictions of development of the military organization are analyzed. The markers of consolidation of constituent entities of the military-professional activities are offered for public consideration. A preliminary conclusion about the actual level of corporatization of military personnel and the effectiveness of the military organization of its functions is made.
