Kuznetsov V. V., Gaivoronskaya N. F. The New Normality as Special Conditions for Innovative Development Agriculture

The essence and content of the concept «new normality» are considered in the article. The main directions of economic and financial support of the processes of innovative and technological development of the plant growing are proposed. Measures of nation-wide and concrete impact aimed at providing economic and financial support for the innovative and technological development of crop production under the conditions of a new normality have been singled out. Of these measures, the following are named: ensuring parity of prices for agricultural products with prices for industrial resources supplied to agriculture; creation of a developed market infrastructure in rural areas; development of non-agricultural activities in rural areas; improving the management of socio-economic processes in agriculture; strengthening of human resources in the countryside and a number of others.

Sukharev O. S., Voronchikhina E. N. An Empirical Analysis of the Structure of Economic Growth in Some Countries: Russia, China, Germany, USA, Japan

The question of application of the structural analysis of growth for separately selected countries, which have a significant impact on the development of the world economy, is considered. The previously proposed formula for structural analysis of GDP dynamics is used to estimate this dynamics by expenditure and sectoral dynamics. A comparative analysis was carried out in the period 2000–2017 models of growth in different countries, general and special features of their economic dynamics. At least three basic models of growth have been identified — based on the dominance of gross consumption (USA, Russia), on the basis of investments (China) and a mixed growth model (Germany, Japan). In all countries chosen for analysis, the main contribution to the rate of growth is made by the transaction sector, however, the processing and raw materials sector make a different contribution to the rate of economic growth. For example, in Japan and Germany, this contribution is almost the same over a significant period of time, in other countries it is different. Thus, the sectoral structure of the economy of each country determines the model of dynamics and further development, especially in the aspect of carrying out industrialization policies. The size of the transaction sector differs in different countries, with the largest in the US, which sets the technological structure of economic development.

Perederiy M. V., Tkalich G. I. Engineering Bases of Design of Organizational Structures, Business Groups and Other Consolidation Groups Based on a Shared Infrastructure

The article considers engineering principles of design organizational structures, business groups and other consolidation groups based on a common infrastructure. Approaches to the development of methodological foundations for the design of infrastructure production systems and processes, which can be done on the basis of conceptual approaches of the science of production organization are proposed. The experience of solving such problems when creating the infrastructure of integrated clusters based on a single innovation infrastructure, supply infrastructure, agricultural infrastructure in the food industry cluster, educational and research infrastructure in the industrial and scientific cluster is shown.

Khalfin R. M. The Economic Essence of Control as a Function of Corporate Management, Especially in Procurement Management

The article analyzes the economic essence of control as a function of corporate governance. Its features in procurement management are investigated. It is proved that the understanding of the economic essence of control in terms of corporate procurement allows to form the concept of precontrol in corporate procurement as a means of eliminating conflicts of interest and opportunistic behavior.

Pogorelova L. A. ssessment of the Level of Innovative Projects

The article substantiates the importance of assessing the level of innovative projects related to the modernization of production systems to ensure the development of the domestic industry. It is proved that the most objective this assessment is based on the detection of the degree of compliance of the project with technological structure and level of NBIC-convergence. The task of quantifizierung quality characteristics of technology and/or production system is set.

The article examines the peculiarities of the modernization of the production systems of industrial enterprises in the conditions of re-industrialization. It is proved that in modern Russia there are studies that can serve as a practical tool to assess the potential of modernization of industrial enterprises in the conditions of re-industrialization. In relation to money management you can rely on the concept of modernisation potential, limited to those assets that are directly involved in the formation of cash flow.

Fetyukhina O. N., Mishustina T. N., Ignatyeva T. S. Problems of Labor Motivation and Staff Intentive in Agricultural Companies

In the article the human resource management problems at the agricultural enterprises taking into account specifics of agricultural production leading to decrease in level of professional knowledge, labor activity of workers and also falling of interest of youth in self-realization in the sphere of work that creates prerequisites for active search of effective methods of improvement of system of motivation of personnel at the enterprises are considered. The analysis of system of staff incentive in agricultural companies including the main components — material and non-material stimulation is carried out. By survey method the analysis of character and degree staff incentive in agricultural companies which shows that the leading role among incentives of material character is assigned to compensation has been carried out. Application of various measures of work incentives influencing satisfaction of workers is proved.

Preparation of documents of territorial planning and urban zoning is carried out with the aim of sustainable development of territories. In article the main aspects of the urban Institute are highlighted. The pattern of the modern period of formation of national system of zoning is that zoning of the master plan and zoning in the composition of the rules of land use and development, which set out the town planning regulations, must be posted on different documents because of their legal status. The need to protect the rights of owners of property and subjects of investments determines the principles of zoning, the formation of which occurred in our country over the last ten years the study of Western methods of legal regulation and the development of their own methods.

Kalugin A. M. Financial and Economic Analysis of the Development of the Electric Power Industry in the Regions of the Russian Federation for 20152017

The power complex of the UES of Russia includes about 700 power plants with a capacity of over 5 MW. As of the beginning of 2017, the total installed capacity of the UES power plants was 236.34 GW. As in the whole country, in the regions there are problems with the existence of arrears in payment for the supplied resource, both for the population and for industrial complexes. In addition, one of the directions of the industry development is the modernization of existing facilities, the commissioning of new ones, as well as the use of alternative energy sources. The subject of the study is the state of the electric power industry in the regions of Russia for 2015–2017. The aim of the work is to analyze the main indicators for the period 2015–2017 in the country on the basis of the data presented on the website of the Ministry of Energy of the Russian Federation. Based on the results of the analysis, we can draw a conclusion about the state of the Perm edge sector in comparison with other regions of the country.

Serkina M. S., Mozgovaya E. I., Kulabuhov D. A. Specificity of Integration of Elderly People into Urban Society by Means of Cultural and Leisure Activities

The article presents the results of the study of the specifics of the integration of older people into urban society by means of cultural and recreational activities. A sociological study conducted in the city of Belgorod in 2018. The method of questionnaire survey was used, during which primary data were obtained. The study found that the degree of integration of older persons in urban society depends on the state of health and ability to work, the family situation and social relations, the quality of housing conditions and material wealth, subjective perception of the world, their own social activity, as well as the support of the city authorities. The results of the study confirmed that one of the ways to achieve the integration of the elderly into the urban society is to increase the level of its involvement in the cultural and recreational life of the city.

In the presented article the problem of groups of legal risk in the Russian society as collective agents focused on possibilities of not legal alternative in realization of vital strategies is actualized. The authors of the article on the basis of a presentation of sociological material argue the position f expansion of legal risk not only in the polar strata of Russian society, but also in the middleadapted layers that make up the core of the social structure. The author substantiates the provision that the localization of legal risk in the positions of Russians is based on the adoption of legal norms and restrictions that expand access to the resource of law as a corridor of opportunities at the personal and group levels.

Guan Shaoyang, Yue Xue Analysis of Political Discourse within the Framework of Conceptual Metaphor Theory

The article studies the essence of concepts «political discourse» and «conceptual metaphor», and their interrelation is determined within the framework of the perspective theory of conceptual metaphor. We can explor the basic properties of the conceptual metaphor.The conclusion is drawn that the construction of a political discourse on the basis of conceptual metaphors provides its functional purpose, namely, a manipulative influence on the public consciousness.

Vereshchagina A. V., Kurbatov V. I., Popov A. V. A Dysfunctional Childhood in Russia: Paradoxes of a Managerial Reality in the Sphere of Family Relations

Modern Russian society, filled with social risks, determines the riskogenicity of the sphere of family and family relations, which, in turn, is a derivative of the paradoxical nature of the current managerial reality in the sphere of family policy. This paradox is determined by the vulnerability of the family, motherhood and childhood, the basic phenomena for the well-being of society, and is expressed in the institutionalization of the phenomenon of «dysfunctional childhood». The consequences of this are extremely dangerous for the functioning of Russian society, both in the present and in the future, the forecasting of which is impossible without taking into account the social situation and well-being of children, without analyzing childhood as a social phenomenon, accumulating the features of socio-cultural development of society with developed in time forms of activity, the main actors of which are adults and children. The theoretical analysis of the problems in the framework of the concept of paradoxical social reality allows to assess the problem of childhood in Russia from the standpoint of declarative and inappropriate family reality of the nature of family policy, which is associated with paradoxes of managerial reality, not focused on the real situation and the solution of socially significant problems.

Rachipa A. V., Shcherbakova L. I., Yankina I. A. Effectiveness of Public Administration and Municipal Administration: on the Role of Social Assessments (Youth Case Study)

The article deals with the actual problem of evaluating the effectiveness of public administration. It is indicated that the system of criteria for assessing the effectiveness of government should be supplemented by sociological analysis. The article is based on the results of sociological research conducted in Taganrog in 2016–2017. Sociological analysis will reveal the problem areas of the social environment. On the example of the study of youth estimates, the directions of improving the efficiency of management at the municipal level are revealed.
