Khalfin R. M. Models of Procurement as a Factor of Competitiveness of Companies


Peculiarities of procurement in manufacturing companies and their relationship with their organizational culture are analyzed. It is proved that the application of the exception system, conflicts of interests and opportunistic behavior in the business procurement processes using appropriate techniques, the customers have a powerful tool to control costs, and the development of such techniques should take into account sectoral peculiarities of the enterprise of the purchaser and the peculiarities of its organizational culture.

Degtyarev D. M. Features of Management of Technological Development of Environmental-ecological Production Systems


The features of management of technological development of environmental-ecological production systems in the conditions of NBIC convergence are analyzed. It is established that in the conditions of production and business processes in nature-ecological production systems can be identified some technologies that represent «points of growth» in the direction of the NBICconvergence. Directions of necessary research in this area are formulated.

Karpova N. V. Ecologization of Spatial Development of Urban Areas


Formation and development of the urbanized territories in recent years has gained extremely important value. On the one hand, any territory, and especially urbanized, have spatial character which in turn has significant effect on placement of various functional and territorial zones with obligatory accounting of an ecological component, i. e. Greening of all these processes is the urgent need, both protection of the surrounding environment, and the human health living in these territories. Therefore the relevance of the offered article for the publication has very relevance.

Bakai E. O. Economic-statistical Analysis of Losses in Electricity Transmission on High-voltage Wires in Russia


The paper presents the theoretical study of power losses in the corona discharge that occurs when the transmission on high-voltage wires (air lines). How does this phenomenon occur? Power losses in the wires depend on the current, to reduce losses in transmission over long distances, voltage repeatedly increases to values above a few hundred thousand volts, but with the growth of tension begin to occur various discharge phenomena, ionization of the air. Ionization of air near high-voltage wires (overhead power lines) is the cause of some natural hazards — like discharge, which was called «crown». A corona discharge occurs around high voltage wires (overhead power lines), accompanied by an unusual sound similar to a hiss, light phenomenon of the blue color, as well as the formation of ozone. The crown often leads to corrosion of the wires. The energy loss reduction is among the main goals identified in the strategy of development of the future of the electric grid complex of the Russian Federation. In 2018 the amount of electricity losses in the national average is expected to decrease by 11% compared to 2012. The work purpose — analysis of electricity losses in the country due to the occurrence of corona discharge, and the development of modern, multi-purpose proposals to reduce energy losses to the crown. The main objectives of the work is to study and compile statistical data on losses of electricity, identify and describe positive and negative trends, and to formulate proposals to mitigate loss to corona in overhead transmission lines.

Assessment of the creditworthiness of potential borrowers is one of the most difficult and important tasks in the business of a commercial bank. The methods for analyzing the creditworthiness of borrowers used in commercial banks can be classified according to various criteria. The article analyzes the main methods for assessing the creditworthiness of enterprises used by Russian banks.

Denisova A. V. Russian Federal Language Policy and Linguistic Preferences of the Youth in the South of Russia


The article investigates key goals and fundamentals of language policy in modern world and in Russia that are defined by the main needs in linguistic competence, socio-cultural and legal conditions necessary for languages to function. The prevailing trend in language policy in modern developed countries is providing language equality. This focus of language policy is typical for Russia as well. Nevertheless, analysis of the linguistic preferences of the youth in three Southern Russian regions demonstrates that implementation of such a policy requires not only enforceability but also sufficient investment. Comparative analysis of the linguistic preferences of the youth in Astrakhan region, Rostov region and the Republic of Kalmykia indicates that the youth are targeted at mastering the Russian language as well as a foreign language rather than their native languages.

Panfilova J. S. The School as a Channel for the Construction of Russian Identity: the Ratio of National-state and Civil Components


Construction of Russian national identity defined as a projective task of the school, as reflected in the Federal state educational standards of General education and is primarily achieved through the teaching of history, social science, Russian language and literature. The treatment of these documents, the works devoted to methods of teaching, as well as the results of sociological research of the structure of identity of Russian students suggests that to date, the identification activities of the school focused on patriotism and national identity in its political and legal understanding. Civil legal component in the overall structure of identity, however, remains poorly formed: civil rights in most cases, not moving from knowledge in the axiological and activity components of social practices of students.

The article considers urban culture as a discursive phenomenon. It is noted that the urban space of the city as the coordinates of the formation of urban culture is studied in various aspects, including onomastic, architectural, mental, sociocultural, etc. Discursity of urban culture appears as the interaction of various semiotic systems, which ultimately forms a pragmatic model of urban culture as a dynamic aggregate of syntactic and semantic properties of the city’s semiosphere.

Denisova G. S., Serikov A. V. The Formation of the Russian Civic Consciousness of Contemporary Youth: on the Possibility of Synthesis of Russian Identity, Patriotism and Civic Autonomy


The article discusses the formation of the Russian (national-state) identity the problem of synthesis of such aspects as gravity to multicultural Russian society, patriotism and citizenship. The authors consider common in contemporary academic discourse ideas about the conservative turn in the civil consciousness of Russian society and corresponding transformation of patriotism, the reproduction of his «great-power militarized» forms. On the basis of a pilot sociological survey of teachers and school-leavers, carried out in the Rostov region and the Kabardino-Balkar Republic, shows the combination in the representation of the main actors of the educational activities of civic values and traditional forms of patriotism and the basic values of civil activism.

The article considers the modern migration situation in the multicultural region of the Russian Federation — the Rostov region. Regional experience in managing migration processes, as well as cultural diversity of the population, ensures a stable character of interethnic interactions, and therefore can be considered as an experience for implementation in practice of other subjects of the Russian Federation. The basic principles of this kind of activity are systemic, interdepartmental and institutional. In addition, at all levels of national policy implementation in the region, the practice of cooperation between the state, local government and civil institutions is expanding.

Borovaya L. V. Institutional Approach to Managing the Development of Universities International Activities


The specificity of the problems of the Russian higher school and their impact on the development of society is considered. The negative impact of the formalization of higher education institutions is shown. It is shown that to overcome many problems of higher education it is advisable to create a system of institutional management of the University. An example of the implementation of these approaches in the system of international education of the South-Russian state Polytechnic University (NPI) is given.

Ermachkov I. A., Panfilova J. S., Romanov M. S., Ukraintseva I. I., Khovyakova A. L. Educational Strategies of University Entrants and Students of the System of Secondary Professional Education


In the conditions of the massization of higher education and the establishment of the idea in the public consciousness that only the graduation of the university determines successful dispositions in the labor market, reformers and researchers are faced with the question: does the current system of secondary vocational education satisfy the needs of the market economy or serve as an intermediate stage between school and university? The article presents the results of the all-Russian sociological research, the purpose of which was to identify the specifics of the educational strategies of entrants and students of the system of secondary vocational education. Based on empirical data, the authors come to the conclusion that to date, applicants and students of SVE organizations at higher educational institutions are more focused on the strategy «SVE as a stepping stone to university entrance»; entrants and students of organizations of free-software companies that have the status of an independent legal entity tend to gravitate towards the opposite pole ( «SVE as a way of obtaining a profession»). At the same time, both groups are united by a rather high orientation toward higher education and negative attitudes toward the USE, which indicates a transitional state of educational strategies for students of the entire SVE system.
