Shichkov A. N., Borisov A. A., Kremlyova N. A. Thermodynamics Laws in Engineering Business

Engineering business is a fundament of an economy environment ensuring life activity of peoples. In its turn the efficiency of an economy environment is determined by the mathematic models using engineering business in operations management. The article is devoted to create of the mathematical model of an engineering business based on the mathematical analogy by first and second thermodynamics laws. In this case the mathematical model of the converting manufacturing capital in a manufacturing-technological system (MTS) into a monetary capital in the form sold products is obtained in the form parametrical equation. Integrated set consists of following unit vectors of the monetary flows: sales value vector, technological costs vector, manufacturing capital vector, main funds vector and net income vector. Research of converting level (relation of sales value to manufacturing capital) shown the mathematical model is formed by analogical to thermodynamics laws gave the ability to create the graphical interpretation of a converting operation cycle and unite in a single complex the tools of the operations management. In its turn the integrated set of the operations management tools include: formation of the business aims strategy, designing MTS, production planning and management accounting in the converting operation cycle and an improvement of business by continues implementing productive, technological and allocation innovations. Subsequent studies are dedicated to develop of the theory and practice each tools of the operations management.

Sychev V. A. Business Modeling in the Problems of Effective Organization of Production Processes

The article discusses the questions of formal description of business models production and ensuring their processes which form the necessary basis for building information systems, directed to increase the efficiency of the production processes through cost management at the industrial enterprise. Modeling of business processes is proposed with application process and objectoriented approaches in designing and metagraphs.

The quality of life of the population, social stability and integrity of the state consume the material and financial resources. The more material and financial resources, the more opportunities the President and Government to address emerging problems before them. The available material and financial resources arise because of the added value that is created in the country. Than the value added is higher, there are more opportunities. Countries and corporations are competing for a high added value. In the course are all the facilities of the costs which is less than the funds received as a result of redistribution of added value across countries and corporations.

Modern Russia in the centenary year of the great Russian Revolution 1917 continues to search for its national economic development model. In accordance with the Constitution of the Russian Federation in the country built a welfare State, but the pieces for this construction are those that have received a successful application in the most developed countries of the world, where the term «quality of life» at the turn of the 1950–1960-ies. Quality of life is an important theoretical and methodological basis of the welfare state. Scientific substantiation of the economics of social progress in contemporary Russia is pressing domestic problem of economic development.

Wegner-Kozlova E. O. The Definition of Priority Lines of Activity for of Small and Medium Enterprises Forsustainable Development of the Sverdlovsk Region

The effectiveness of Russia’s integration into the world economy and world trade is determined by the level of competitiveness of its industrial markets, and it is obvious that in this problem, technological leadership is one of the key factors of effectiveness. Thus, the task of achieving competitiveness of the Russian economy is complicated by the need of combining economic interests with the preservation of the natural balance of ecological systems and find points of matching economic and social interests. The solution to environmental problems lies in the urgent need of transition to sustainable development, in which open tremendous opportunities for small and medium enterprises to occupy a niche in the development of technical, technological, operational, and environmental components. The aim of this work is to define the most relevant for the development of small and medium enterprises direction, from the point of view of combining economic and environmental interests on the example of Sverdlovsk region. The subject of study is developed under the influence of climatic and geographical factors and historical features that define on the one hand the competitiveness of the region, but on the other is a source of environmental pollution. In the work tasked to analyze the opportunities of small and medium enterprises in the sectors most relevant for transition to sustainable development. Used for the purpose of the scientific methods are comparative and causal analysis.

The condition of the surrounding environment is an important component of each branch of the national economy including gas supply. Production and transportation of gas has significant effect on a condition of the surrounding environment and especially in those cases when in insufficient degree nature protection actions are developed and take root. In the offered article the analysis of these processes, and also some recommendations about improvement of an ecological component in gas industry is given.

Ways of personnel management in innovative systems of enterprises and business groups and the prospects of applying the method in different operating conditions were analyzed. Determined that is most appropriate to consider the staff of innovation systems as bearers of certain information contained in the thesaurus. Approaches to the development of organizational and economic instruments for the management of staff in the innovation system were justified. The experience of using the method by researchers from the People’s Republic of China was analyzed.

Hitrinsev V. B. Principles of Formation of Opportunistic Behavior in Employment Relations

Efficiency of labor processes decreases when forming opportunistic behavior. In article the opportunism of workers and administration of the enterprise is considered. The main forms of labor opportunistic behavior are considered. Action or inaction of administration when economic interests of hired workers are not considered is the reasons of opportunism. The opportunistic behavior of hired workers exists when interests of the enterprise are not considered. The joint opportunism of administration of the enterprise and hired workers forms «reproduction effect of opportunism».

Zapisnaya T. V., Sinyugina T. V. To the Issue of Harmonization of Legislation Regulating the Labor of Foreign Citizens in the Russian Federation

The article analyzes the normative-legal base, regulating the labor of foreign citizens in the Russian Federation. Legal regulation of labor relations involving foreign citizens is carried out at the national and supranational levels. Exploring international instruments, bilateral and multilateral relations in this field, the authors conclude that a priority for the Russian Federation is the regulation of labour migration on the regional labour market in the framework of the Eurasian economic Union. Analysis of Russian legislation on this issue allowed the authors to conclude that most of the special rules regulating the labor of foreign citizens is still contained in migration legislation.

Archpr. Timofey (Fetisov) Legal Values of Biblical Law: the Theocentric Measurement

The influence of the law of the Lord on the formation of legal values is being analyzed in the present article. The author concludes that one of the fundamental features of the theocratic understanding of law in the Bible is that the legal values are not derived from the humanistic ideals. Good and evil are these traditional opposing poles of ethics and morality, which inevitably exists in law as a «minimum of morality».

Vodenko K. V., Cherkesov E. Y. Theoretical Aspects of Institute for the Study of Continuing Professional Education as the Main Resource Modern Knowledge Economy

The article is devoted to the study of theoretical and methodological aspects of the research institute of education as the main capital and human resource master modern knowledge economy. The conclusion about the need to use the concept of «continuing professional education», which emphasizes the functional specificity of acquired knowledge, is supposed to ensure continuous updating of professional knowledge and skills, it focuses on the permanence of the learning process in the professional sphere. It is shown that the study of the specificity of continuing professional education system development requires an appropriate methodology as that designated as mutually supplementary institutional and systemic approaches.
