This article sets out the basic foundations of the concept of «green economy» and a role in the transition from an industrial to an environmentally responsible renewable energy development. The main purpose of this article is to identify the basic laws that determine and limit the ability of countries in the BRICS coalition, to use renewable energy to replace high-carbon consumption in the economic, and social and housing sector.

Author presents a review of the actual problems that exist during working out the better practical methods for the intellectual property objects’ cost valuation under the conditions of nowadays economic being. The ways of obtaining an integral value, based on hang-the-expense approach, income approach and market approach to determine a nowadays and future levels of the production enterprise’s economic and financial indexes.

Authors analyzed a number of the approaches to an actual task of working out the innovation development programs for the Russian civil aircraft public-private companies. It’s ascertained that working out and realization of the nowadays company’s innovation development program should be based on the co-operative work of each first-level subdivision’s members of the company. The program also is to be «opened» for the corporation’s system of the personnel management.

Authors present analysis of the dynamics agrolandscapes’ conditions changing in Rostov region, and the factors that affect these conditions’ status. The data for the analysis is provided by the results of monitoring. Authors also discussed the ways of maintaining ecological and economic balance of the area.

Rakhmanov S. S.   Analysis of the Effectiveness of Online Advertising and the Use of Archetypes


In the article the author defines the concept of the archetype, explains the need for their use for the advertising on the Internet, and shows the essence of neuromarketing concept. Author presents a scheme of the impact of communications on modern human and concluded that the perception of the archetypal images in advertising is refracted in the process of human information processing. It’s described a use of archetypes for branding and advertising. The system of tools and indicators to measure the effectiveness of online advertising, depending on the purpose of the advertising campaign on the Internet, which may be the a reason for raising awareness about the product/company or increase the level of user involvement. The system of indicators which should measure the effectiveness of online advertising in accordance with the marketing objectives, possible solutions and tools is also reviewed.

Grintsevich I. V.   Nowadays Development Processes in the Technical University: Choosing a Reasonable Budgeting Model


Author analyzed some ways of resource allocation organizing in Russian technical universities. It’s shown that using the performance-based methodologies of budgeting during these organizational processes is reasonable. A world experience of using this kind of methodologies is analyzed. It’s proved that inside a system of Russian higher education development of the performance-based budgeting should go hand-in-hand with using of managements by objectives concept for the planning.

Pogorelova L. A.   Valuation of the Resources during the Innovation Processes


In the article author presents a review of the numerous features of the resources, used during the innovation projects’ development and innovation processes. It’s proved that the most efficient way of the analysis is based on the anthropospheric production concept by K. K. Valtukh and classification of the economic resources by O. Williamson. It’s also presented an approach to the development of methods and instruments for the economic resource management for the production enterprises’ and business groups’ innovation processes.

Romanenko E. V.   Diffusion, Transfer and Commercialization of the Innovations under the Specific Conditions of the Russian Regions


In the article author gives a review of some features of the innovations diffusion process under the different social and economic conditions, such as the specific conditions that exist in the depressed areas. It’s proved that these conditions make important the determining of the rational bounds that separate a commercial transfer of the technological knowledge from a non-paid spillover of this knowledge. The determination should be done by different ways, such as using the scientific and educational activities of the universities and other scientific and educational organizations.

Bondarchuk A. V.   Modeling the Development of Inter-Farm Relations in the Agricultural Enterprises


The paper presents an approach to the scheme of agricultural enterprises’ production that requires a changing of the economic planning theory, according to the existing features of the industry’s enterprises. Basing on the original data that obtained using the proposed method, we have shown that a promising direction for the development of the region’s agriculture is cooperation without loss of specialization of the enterprise’s activities.

The article studies the process of merger and take-over of commercial banks, their statutory and legislative regulation, practical application of these processes as a way to improve efficiency of bank capital management and concentration. Features and tools of an assessment of the innovative projects’ efficiency are investigated in the article. Rodionov A. V., Ternovskiy O. A.   Diagnostics of the Enterprise Business Reputation’s Management Conditions in the Structure of the Economic Safety of Its Potential


In the article authors examined an approach to diagnostics of the conditions of enterprise’s business reputation managing as a part of the structure of its potential economic safety. Essence of business reputation, its role in profitability of the enterprise and structure of its potential is exposed. Essence of process of diagnostics of enterprise’s business reputation managing for the exposure of the real influencing of enterprise on this process is resulted. The spheres of diagnostics and its process are indicated. A summarizing index of diagnostics that shows a level of management by forming a business reputation of enterprise is presented. It’s assumed that practical application of presented method of diagnostics should give an enterprise a possibility to estimate the conditions of management by business reputation and the real influence on this process.

Pelipey A. A.   Tools for the Analysis of Technological Innovations’ Inatngible Resource Support in the Enterprise


The essence of intangible assets and the features of these assets’ presentation in the accounting processes are analyzed in the article. The scheme for the intangible component analysis of the innovation activities’ resource support in the enterprise is also worked out. The scheme takes into account the environmental factors that affect processes of the research and technology transfer. The general scheme of scientific and technological transfer effects’ forming in the company is presented. A scheme of the formation and location of the new production technology introduction effect in the enterprise that takes into account a substituted unused potential technology is also demonstrated.

The examples of technical and administrative technologies used by the agrarian industry’s enterprises are also considered. The features of used technologies are exposed.

Shcherbakova L. I., Labadze O. E.   Applicability of the Social Technologies for Small Businesses: Sociological Analysis


The role of the small enterprises in acceleration of the social and economic development of the society is proved in the article. Basing on the works of the Western and Russian scientists, we reveal the essence of theoretical approaches to determination of the social technologies as an element of a management activity. We analyze the quality characteristics of the small entrepreneurship as an object of the social and technological impact at the micro and macro levels; describe self-organization in the small entrepreneurship in the context of the processes of personal and system self-updating. Productivity of the public and valuable approach in the description of dynamics of the small entrepreneurship’s social functions is proved.

Pryadein V. S., Abramov S. M., Erokhina N. A.   “Image” and “Reality” of the Arab-Israeli Conflict as a Factor for Breaking the Soviet-Israeli Diplomatic Relations in 1967


The article analyzes the key moment in the history of Soviet-Israeli diplomatic relations — their breakup in 1967. It is seen as an inconsistency in the reliability of the «image» and «reality» of the Arab-Israeli conflict. It is said that the mechanism of «clutch» in the diplomatic cooperation between two countries has been destroyed and the severance of diplomatic relations in 1967, in no way could have a unique solution.

Luzgina E. N.   Methodological Basis of Studying the Institutional Mechanisms of the Youth Labor Activity


Author investigates some theoretical aspects of the youth work activities’ formation. In the article author presents the results of analyzing a methodological basis for studies on the formation of the youth labor activity by its influencing with the social institutions of labor market. The basic criteria and indicators of the impact of institutional arrangements on the labor activity are also reviewed.

Vedernikova M. V.   Institutional Conditions of Formation of Generational Features of Youth


To create in society the institutional framework which is effectively realizing the program of the civil socialization of youth demanded by society is a complicated, but an actual task. A problem that it is still not quite formulated, solutions are proposed only fragmentary, and carried-out in practice processes go in many respects spontaneously and don’t form a desirable result. Only the distinct understanding of the education of civic consciousness and patriotism is guided not so much by the program of «school actions», but on development of public institutions, may yield the necessary result.

Klimuk V. V., Komarov O. E.   Systematic Basis of Assessment of the Higher Education Institutions’ Competitiveness


In the article the problems of performance evaluation of the universities’ teaching staff are reviewed. As a basis for the analysis are presented Pavlodar State Pedagogical University and Innovative University of Eurasia. Evaluation of the quality of teachers’ work was determined using the procedure of ranged integral approach, because the teacher’s work is multidirectional and evaluating process should fit this condition. That’s why the integral effectiveness index was deconstructed to its components: research work and teaching. Each element of the represented components is shown as a «net» of distribution points for each achievement (articles, monographs, textbooks, scientific and practical activities, etc.). It’s presented an example of using the proposed methodology for valuation of the quality of the teacher’s work on 3 levels: minimum, moderate and high. For the graphic ranking of the teaching staff by the performance levels it’s proposed a fourelement matrix «Science-Teaching». It’s also presented a cost valuation of the teacher’s the work as a basis for the additional material stimulation of the quality growth of the educational process.
