Lozenko V. K., Ageev M. K., Mikheev D. V.†† Necessary and Sufficient Conditions of the Resulting Energy Management System Construction


This paper analyzes the requirements of the international standard ISO 50001:2011 to energy management systems (EnMS). On the basis of the study authors formed 10 basic principles of energy management and the list of documentation, an implementation of which is mandatory for building EnMS according to MS ISO 50001:2011 (necessary conditions), and the list of additional documentation, an implementation of which improves EnMS efficiency and reduces organisational contradictions and difficulties in its construction (sufficient conditions).

Author of the paper presents a summary of the experience of the organization and management, scientific and technical development of the enterprises in the number of countries, such as the USA, China and Russia. The necessity of developing a set of priority organizational and economic activities for the successful functioning and development of the Russian Federation’s industry is shown. It’s also presented a Concept of formation of the organizational and economic mechanism for the development of modernization and innovation activities.

Author of the article gives a review of the peculiarities that take place during the company merger and acquisition processes in the period of economic crisis. It’s made a conclusion that the highlevel interest rate in the economy and the stringent monetary policy impact mergers and acquisitions processes’ activity. Author also examines some features of the process of businesses’ cost estimating that should be held to analyze the prospects for buying the business.

Wegner-Kozlova E. O.†† The Analysis of the Institutional Mechanisms of Formation and Development of the Regionsí Entrepreneurial Potential


Entrepreneurship is a social and economic institutional system, harmonizing, within the statutory law, the private interests with the public ones. The relevance of the study of entrepreneurship due to the possibility of using its specific properties, such as adaptability to market conditions and innovation, is one of the strategic problems of the state to be solved. The aim of the work is the study of the entrepreneurial potential of the regions from the point of view of interaction of subjects of the institutional environment shaping the economic policy of the region by the example of Ural Federal district. The research object is the institutional mechanisms of the entrepreneurial potential of the regions, reflected by the state programs of development of small and medium-sized businesses. In the paper, the task to analyze the possibilities for the qualitative formation of small and medium-sized businesses in innovative manufacturing industries, strategically important for the national economy, is accomplished. Author used research methods include statistical, comparative and causal analysis to achieve the given objectives.

This article deals with the level of pollution in the Rostov region by the example of the municipality of Shakhty town, taking into account the impact of ecological hazards. The assessment is made in the following areas: conditions of the air pollution levels, solid waste disposal and cleaning status of water resources. During the considering of the ecological status of the territories authors used legal and regulatory documentation of the Rostov region and Shakhty municipality.

The article discusses the development model of vertically integrated structures of neo-industrial development as a driver, and a mechanism for the formation of the proposed capital’s investment intersectoral mobility, stimulated by the appropriate regional industrial policy. It is expected that the establishment of such structures will be a way to implement the modern principles of economic dynamics described as a glocalization phenomenon. By the example of the Chechen Republic it’s proposed to use the energy sector as a kind of above said development driver.

Kapliev M. E.†† Ecological and Economic Basis for the Technological Integration of the Fuel-Burning Power Plants and Building Materials Industry


Author analyzed a number of the organizational problems that exist during the integration of the fuel-burning power plants and building materials industry basing on the co-operative recycling of the fuel-burning power plants’ ash-and-salad wastes. Some typical organizational decisions are shown. These decisions give a possibility to create the production clusters and business networks basing on the co-operative infrastructure for the ash-and-salad wastes recycling, as on the trigger factor for the integration processes.

Author reviews the ways of supporting a sustainable functioning and development of the technical university’s innovation system. Each of the conditions can be characterized by a number of the organizational features. Author presents an idea to use a conditional entropy level as an index of the organizational and economic stability of the university’s social and economic system.

Two basic concepts of Russian economy modernization are described in the article: the concept based on the innovation development and concept based on the idea of necessity of country’s new industrialization. The modern condition and development tendencies of Russian machine-building are characterized. It is analyzed the core of «new industrialization» notion and sources of its appearance, and also prospects of this concept realization. Author makes a conclusion that only realization of new industrialization concept should become a basis for creating technological and other conditions of innovative economy development.
