Lozenko V. K., Kustov E. F., Ageev M. K., Mikheev D. V.†† The Complex Algorithm of Design and Implementation for the Organisation of the Efficiently Functioning Energy Management System

Basing on the project and scientific experiences, regulations and requirements of the international standard ISO 50001:2011 authors proposed the complex algorithm of design for the organization of the efficiently functioning energy management system (EnMS), which’s implementation is aimed to provide organization’s sustainable development. The proposed approach is universal because of its applicability to small enterprises with a simple organisational structure and to the large holding companies. Practical issues of organisations EnMS certification according to ISO 50001:2011 are also considered in details.

Veretennikova A. Y.†† State Regulation of Public Goodsí Production: A Mechanism for Social Innovation Management

The paper shows the current ambiguity and uncertainty in the definition of «social innovation», outlines the key contradictions in the oversaid research area, presents the main forms of social innovation projects. The aim of the paper is to study the state regulation process of the public goods’ production like a mechanism for the social innovation management, basing on the works of the Nobel Prize winner, French economist Jean Tirole. The paper describes in detail the Laffont-Tirole model taking into account the conflict of interests between the state in the role of public good regulator and firms in the role of producer. The model’s main property is taking into account an information asymmetry. It implements the idea of using this model for the governmental regulation of the social innovations. Although this mechanism requires to be transformed taking into account the characteristics of the social innovation project, submitted provisions form suitable soil for the creation of an enabling institutional environment for social innovation, and their further development.

Author presents an original approach to a process of creating the innovational and production cluster with the integrated innovation infrastructure. Nowadays technological blockade of the Russian Federation makes the economy to look for answers for this challenge, and the economic consolidation is one of them. Author also gives a review of the reverse engineering method that should be used in combination with the economic valuation of the product, and improvement of this product, based on the economic criteria.

In the article budgeting is reviewed as a specific method of management accounting, focused on forming account and analytical instruments of managing the agricultural enterprises, aimed at increasing their functioning efficiency under the modern conditions, caused by the processes of economic and management globalization. The proposed work deals with the peculiarities of working out the system of budgeting for the agricultural enterprises taking into account their current activity through the key efficiency criteria.

The algorithm of formation of information support, used to reach a goal of increasing the effectiveness of the integrated marketing communications system is also presented.

It is important to consider customers’ interests, producers’ purposes, criteria of reliability and social and ecological safety, including restrictions imposed by society for rational water management planning and water resources management. Using water resources for the monopoly interests is not seemed possible even on condition of getting maximum net profit. Along with economic efficiency of hydraulic engineering constructions, issues of environmental quality and social well-being are of particular importance.

Beschetnova T. S.†† Improving the Accounting Methods to Determine in what Way the Work of Volga-Kama Tandem Reservoir System Harms the Economy of Astrakhan Region

In the article author substantiates the strategic role of the water sources for the territory’s development, as a of the part of source complex that includes the climate conditions also, and for the level of the region’s social and economic indexes. Author shows the direct coupling between the water ecosystem quantitative and qualitative conditions’ deterioration and regional economy sectors’ financial conditions, first of all financial quantitative and qualitative conditions of the water supply. Author examined also such conditions as habitat quality, reproduction of the biological resources and their variety, and functioning of the factory-farm complex.

Bogma K. A.†† Peculiarities of Providing Medical —are to the Rural Population in the Rostov Region

The article is concerned with the analysis of the peculiarities inherent in the healthcare system of the rural settlement. The paper is aimed at confirming supposition that rural healthcare system operates inefficiently ensuing low level of health as well as low life quality of the rural population. The article presents theoretical base of structuring and hierarchization of the healthcare system typical for rural settlement, illustrated by the example of the Rostov region. Survey carried out among the rural population allows identifying and presenting specific problems of delivering medical care to the rural population.

ThŚ article is devoted to the study of the instruments for assessment of restructuring processes in the industrial enterprises. To do the aforesaid, author presents a review of the alternative methods of assessing the impact of the restructuring on the financial results of enterprises. As a result of the work, the following problems are solved: the categories of restructuring are systemized; a comparative analysis of methodologies for assessing the impact of restructuring on the financial performance in Russian and foreign practice is done, and finally the advantages and limitations of the considered valuation techniques are identified.

In the article a problem of managing students’ educational activity in the Higher education institution is considered. Thus, by consideration of major factors of activity, the emphasis is placed on spatial characteristics of lecture halls, such as an arrangement of places in the lecture hall (in relation to number of students, the length of distance from the teacher’s seat, spatial proximity to each other), ecological aspects of the lecture hall (the volume, actual space of the lecture hall, ergonomics of workplaces, etc.). The conclusion about insufficient study of the matter in modern science and practice is drawn.

Volkova O. A., Ostavnaya A. N.†† Crisis of the Pridnestrovian Moldavian Republicís Economy as a Factor of the Migratory Sentiment Changing: The Results of Sociological Research

In the article authors presented a review of the economic crisis in the unrecognized Pridnestrovian Moldavian Republic, basing on the materials of the sociological and statistic information. As a result of the authors’ empirical studies the characteristic of contagion among the employed population of Pridnestrovie is given. According to the authors, the deterioration of the social and economic situation of the Republic’s population is a reason for increasing of migration sentiment level. Large-scale outflow of population poses a threat to the demographic development of the Pridnestrovian Moldavian Republic.

Afsharniya Z.†† Internetís Impact on Social Development and Family Welfare of the Adolescent

Nowadays all around the world problems of psychology of the Internet, indicating that the media, such as Internet, as a two-sided sword that can have positive and negative sides, are widely discussed. In this article the usage of the Internet by children in the period of adolescence is disscused. The author points to the positive and negative aspects of using the Internet. Author notes that the Internet, which is enjoyable as a special appeal to the members of different social groups, regardless to the gender, age and social position, leads to changes in various aspects of life, including a reduction of national interests, especially among teenagers.

Annotation: The permanent crisis as a phenomenon, that has become a symbolic symptom of modern society, forces scientists to look for new explanatory models of social evolution in terms of economic instability and ideological fragmentation. The crisis has also a characteristic feature of the postmodern as a sociocultural situation. The article makes a try to consider the philosophical foundations of the crisis in modern society through the prism of postmodern methodology.

Degtyaryov A. K.†† Quality and Availability Levels of the Higher Education as Russian Students Understand and Appreciate Them

Author analyzed the Russian students’ standpoint from which they appreciate the quality and accessibility of higher education. It’s characterized by understanding the quality of education as a distant goal or the unique feature of the «elite level» education. Access to education is interpreted in the framework of the «graduation» and the empowerment of self-realization outside the university. The conclusions are made on the basis of the results of sociological research that requires to change the attitudes of students to higher education and revealed the dependence of improving the competitiveness of higher education by introducing «filters» on the way of professional socialization of the students, focused on understanding the quality of education as of actual for the students’ real educational strategies.
