Sukharev O. S.   Methodological Prospects for Economic Science: «Mainstream» and «Evolutionism» (part 2)

The methodological problems of modern economic knowledge, the adequacy of criticism «mainstream» by evolutionary economists and institutionalists, opportunities neoclassical direction analysis and its contribution to economic science are reviewed in the article. Author examined the question of how can the evolutionary economics, particularly its innovative direction, form the basis of the new «mainstream», introduces the concept of «fashion effect» in science, as a phenomenon, reflecting the intensity of methodological discussions, and formulated the fundamental methodological problem of economics, indicating a common approach to its solution.

Petukhov N. A.   Directions for the Postgraduates’ Training in the Russian Federation

Article is dedicated postgraduates’ training in graduate courses. We consider the number of organizations that provide training for graduate students, post-graduate distribution by regions of the Russian Federation, admission and graduation from graduate school in 2000–2013, graduation from graduate courses and graduation with Ph.D. theses in various fields of study in recent years.

The main purpose of the article is description of the technical infrastructure of a modern bank for the formation and management of mortgage portfolios. Authors obtained the purpose of forming the technical infrastructure of the collateral portfolio, the mechanisms that allows for qualitative monitoring of the collateral portfolio.

Zaretskiy A. D., Khitskova D. V   The Features of Human Capital Accumulation by the Industrial Corporation

The problems of quality of human capital accumulation by the industrial corporations are one of the reasons for the slowdown of the industrial growth, weak investment attractiveness and capital outflows. Authors of the article proposed a three-tiered approach to human capital accumulation process in the framework of the regional innovation system to promote the development and use of educational technology among young people to generate interest in engineering and research. A problem of the corporate social investment in human capital development is also examined.

The urgency of developing a model of determining the optimal combination of production factors during the formation of the strategy, based on the analytic hierarchy process considering its place in the methodology of enhancing the effectiveness of strategic management in the energy companies is substantiated the structure of the model, which takes into account the peculiarities of energy supplying companies, and its elements are described in the article.

Vinnik V. P.   Human Capital: Genesis of the Approaches to Determination and Challenges for a Scientist

The article describes the genesis of approaches to definition of the «human capital» category; author investigated the need for human capital management from the point of the innovation development. It is shown that the basic way to stop the degradation of human capital in Russia is its extended reproduction ― the increasing return from its use in present and future.

The main aspects of creation and operation of a waste sorting plant are considered in the article. The economic analysis of a hypothetic waste sorting plant that operates in Novocherkassk is presented. Authors also present an economic feasibility of developing the above-mentioned plant as of the public-private partnership. A total predictive gain estimation model is shown for the development of the waste sorting projects and others.

Working-out of the sustainable development strategies and concepts that includes the idea of balance between the meeting of social and economic challenges and protection of the environment and natural potential, developing of the innovation approaches to the accomplishing of the nature management tasks, improving of the industrial enterprises’ rational system for the nature management controlling activities and supporting of the knowledge-intensive and high-tech production are the important task for the nowadays economic science.
