The main purpose of the article is the classification and description of the main mechanisms for determining the capitalization value of industrial enterprises. Selected: exchange-traded and OTC mechanisms, which allow to determine the market value of the company, reflected in the share price, as well as assessment and research tools that are used to assess the value of the company based on the definition of its internal capacity.

Kolbachev E. B., Ulianitskaya N. M.   Engineering and Economic Instruments for the Management of Rolling Stock’s Development and Modernization


Authors analyzed some original economic problems that exist during the keeping out of the railroad rolling stock’s operating safety. These problems should be solved during the designing o the rolling stock. It’s shown that determining an economically reasonable level of the costs for the operating safety keeping out, manager should use Bayes’ method and actuarial calculations.

Authors analyzed some of the actual problems that exist during the organization of the city passenger motor transportation system, showed the advantages and prospects of using a genetic algorithm for the system’s optimizing.

Perederiy M. V.   Modeling of the Russian Innovation Infrastructures’ Lifecycles and Prognosis for the Development


Author analyzed the main steps of the Russian national innovation infrastructure’s development. In the article the reviews of the infrastructures’ functioning features in different regions, and the activities of the governmental organizations for the innovation development support are also given. The idea of using an economic system’s lifecycle model for the analysis of its conditions and making a prognosis of its development is presented.

Strizhakova E. N.   The Formation of the Industrial Policy for the Region’s Production System


The paper presents theoretical and practical issues in the implementation of industrial policy at the regional level and in the municipality. The conditions of the industrial system of Bryansk region and the city of Bryansk are analyzed. Social and economic situation of the region is investigated, identified trends in indicators at constant prices over time. The key problems both for the region and for the Russian Federation as a whole are shown. To solve these problems, a specific implementation of technical, structural and institutional changes that would create a single integrated contract system, focuses not only on innovative enterprises, but also the reconstruction of previously existing basic technologies and interaction programs of higher education institutions and enterprises; connecting organizations in the holdings.

Sapronov V. N.   Enhancement of the System of Indices for the Planning of Oil Terminals Cargo Handling Work


The article investigates Russian oil terminals’ cargo handling work, system of its planning, indices of planning. It also reveals the relationships between different indices and proves advisability of using additional index for short-term planning ― volumes of handling cargo in cargo flows.

The system is based on the model of increasing a business value level using some special types of the economic information.

Grintsevich I. V.   Sustainable Functioning of the Technical University: Problems with Modeling


Author analyzed a number of approaches to the valuation and managing of the technical University’s sustainable functioning. It’s shown that the most reasonable approach is a development system that models a University’s development process as a transition from a crisis (or, sometimes, catastrophic) conditions to a comfortization (transformation or cocerid) period, and than to a long-time sustainable (quasi sustainable) conditions.

Fakhrislamova R. T.   Explaining of the Low Fertility Level: Theories and Concepts


Author presents the key points of modern theories and concepts that explain the processes of the fertility level’s transformations. In the same time with a brief description of the main provisions of some of the concepts we have tried to present them in a certain chronological order. You can not say that there are absolutely opposite concepts, but rather each of them pays attention to any aspect of fertility changing or tries to present changes in the general transformation processes in the society. Knowledge of the basic concepts enriches our understanding of the process of fertility. We see that studying of the fertility is intimately linked with many other demographic social and economic and psychological processes.

Small business as a social institution is the basis for the formation of the middle class. In the system of management of small businesses institution has been developed a set of social technologies, which allows more or less efficient regulating of its development.

Atayan V. V.   Globalization: A Historical Condition for the Negation of the «Local Aristocrats’» Value Orientation


Globalization is a historical condition under which the negation of traditional local aristocratic value orientation develops rapidly. This kind of value orientation is based on the non-market values of the traditional cultures. The process of negation goes through four consecutive development stages. As a result of this transformation, a new type of value orientation appears. The integral parts of new orientation type are computers and information technologies.

Vodenko K. V., Ivanchenko O. S.   Scientific Community as a Collective Cognitive Agent and the Backbone Factors of Social and Cultural Environment for the Development of Science


Authors analyzed a number of theoretical approaches to the definition of «scientific community». Authors, basing on the results of the nation-wide sociological study, examined social and cultural changes in the social structure of the Russian scientific community and identify a bundle, basing on the transformation of power structures among them, material separation, stratification on the basis of involvement in international cooperation. The perspectives of the scientific community’s development under the nowadays Russian conditions are also shown, and the ways to overcome the negative effects of social structures’ changing in the scientific community are presented.

Formation of a managerial culture is a complex process that should be studied from the different points of view of the problem and should study the characteristics of the various factors that are aimed at achieving efficiency and quality characteristics that have a significant impact on the level of managerial culture. Managerial culture determines the development and behavior of the organization as an open targeted system with a sign of progressive development, i. e. evolutionary ability to move from one state to another. In the formation of the new management culture traditions important role belongs to the political symbolism. As part of the social and cultural approach to management should be implemented as transformational processes that take place in the culture and the transformation of management practices of the economic and political spheres of life.
