Kolbachev E. B., Perederiy M. V.   Planning of the Organizational Structures’ and Business Processes’ Development as an Innovation Objective

Authors analyzed some of the well-known methods and approaches, used for the quantitative assessment for the organizational structures of the mini-economic level. The also show how the assessment indexes change according to the development of the innovation activities. It’s proved that the most useful of the methods is so-called entropy approach that is based on the assessment of the informational characteristics of the organizational structure. Authors also frame accurately the tasks for the workers-out of methodologies for the organizational structures’ and business processes’ of the mini-economic level development management.

Popov G. E., Tulchinskaya Y. I., Kurochkin D. S.   Energy and Demographic Indexes of the Russia’s Regions as the Development Factor of Energy Supply Infrastructures

Authors present the results of the analysis of the key energy and demographic indicators’ distribution in the administrative areas of the Russian Federation, reveal their dependence on the areas’ geographical and climatic characteristics and comparing them with the theoretical energy determinants of social development. The foresaid work gives a possibility to determine the initial conditions and key target positions for the energy supply infrastructures’ development policy.

Muradov A. A., Baranov V. V.   Reengineering as a Management Method for the Public-Private Partnership Structures’ Innovation Performance

The article considers the prospects for improving the efficiency of interaction between government and business in the field of innovation. The expediency of using reengineering as a tool for transformation of the innovation structure, which was formed in a public-private partnership, is also proved.

Ponomaryova N. A., Otverchenko L. F., Ponomarev N. R.   Complex Analysis of the Electric Grid Companies’ Financial Standing, Based on the Financial Reporting Documents

This article is devoted to problem of financial standing complex analysis of the Russian electric grid companies. This problem solving is required by modern economic situation. There are some techniques to resolve it. The article has survey of them. Its research subject is financial standing ranking score of «Rossety» JSC subsidiary companies: IDGC of Volga, IDGC of the Urals and IDGC of the South (electric grid companies).Research database is RAS and IFRS recording. The two were used to accomplish complex financial standing ranking score of the electric grid companies. The obtain financial results were compared. As a result, it is concluded that, financial ranking scores of this companies are matching ones.

Zueva N. A., Kotsepalova V. I., Lozhkin A. Y.   Conditions for the Heating Plant to Operate on the Ancillary Services Market

Authors analyzed the governance system reliability for power engineering enterprises in the power supply market; they identified one of the main problems of interaction between the heat generating companies and «System operator of UES» public company in order to ensure the system’s reliability ― an inefficient heating plants’ operating in non-heating period. It’s revealed that the existing market mechanisms can not fully compensate the expenses for the external equipment operating in condensing mode. A provision of losses compensation from the thermal generating company is grounded in terms of current market regulations; the necessity of creating one’s full dispatch services as part of the organizational structures of the generating companies is proved.

Koshchey V. V.   Electric Power Sellers: Brining the Market Power to Light

Nowadays conditions of the wholesale electric power supply markets show the importance of brining to light the levels of competitors’ market power (monopolism), and working out the ways to decrease the market power level to avert the unfair competition and tampering with the price indexes. In the article author gives the examples of the competition in the market of power supply, and the ways of using the market power. Author also presents some ways of developing the fair competition in the wholesale market of the power supply.

Zaitseva I. V.   Qualitative Risk Assessment for the Fuel and Energy Sector of Economy

Author gives a review of meaningful factors for the qualitative evaluation of risk, especially important under the nowadays conditions, and presents some recommendations for the users of both qualitative and quantitative risk assessment methods. Author shows the qualitative risk factors, which have the greatest impact on the financial results of the enterprise of fuel and energy sector, the features of an information database for the qualitative risk analysis are also examined. Some conclusions and recommendations for the development and implementation of management decisions, aimed by the improving of the workflow system are given, also useful during the reorganization of the organizational structure of enterprise management to implement the qualitative risk assessment system successfully.

Rezanova V. N., Gubskiy K. V.   Economic Evaluation of the Environmental Protection Projects for the Fuel-Burning Power Generation (by the Example of Novocherkassk Power Plant)

Authors present a review of the actual ecological problems, which take place during the exploitation of gas-purifying equipment by the «OGK-2» Novocherkassk GRES branch, and show some ways of improving this equipment, a calculation of possible savings and ground the environmental and economic effectiveness of the ways. The replacement of the outdated and inefficient equipment with the new one gives not only environmental benefits, but also the yearly saving of 123.26 million roubles. Payback period of the investment is amounted to 2.21 years. Analysis of the indicators allows making a conclusion about the appropriateness of interventions for replacing existing equipment.

Lysenko N. V.   Cost Estimation for the Power Engineering Companies

Author gives a definition of the market value of the power engineering company. The features of the power engineering industry, which should be taken into account during the assessing the value of its assets (generating, network, marketing) are shown. The classification of the approaches and methods used for the assessment, and their basic advantages and disadvantages are also given. The expediency of using the cost approach is shown, taking into account the functional and economic (external) depreciation of the power engineering assets and an algorithm for the calculation of the fixed assets utilities’ market value.

Nikitenko A. V., Stefanyuk M. M.   Formation of the Heat Energy Prices at the OJSC «OGK-5» «Nevinnomysskaya State District Power Station»

Authors examined some features of the process of complex energy production by the Open Joint Stock Company «OGK-5» «Nevinnomysskaya SDPS» ― a large-scale producer of the electricity and heat. They also characterize the types of energy, generated by the fuel-burning power plant that is delivered to the city’s and region’s consumers. It’s shown that the estimation of the economically justified price by the thermal energy provider should be carried out using the gross profit method.

Beliy O. Y.   The Distinctive Features of Using the Value Analysis for the Design of Electrical Equipment and Power Systems’ Components

The article describes some features of using the value analysis for the processes of analysis and design of the electrical equipment and power systems’ components. In the different branches of industry the use of the value analysis differs from one to another functional load of the designed devices. To improve the efficiency level of the whole method it’s proposed to adapt the stage of a functional model’s formation for the power and electrical engineering branches of industry. The result of the work is presented as a composed base map of standard elements and a description, which is to facilitate the formation of the energy systems’ functional maps for the development of the value analysis of power systems and their components, and should increase the efficiency of the analysis.

Bulatenko M. A.   Economic Damage from the Higher Voltage and Current Harmonics in an Electric Power System for the Electricity Market Participants

An action to improve the quality and reliability of power supply are marking among the measures for energy conservation and energy efficiency. The presence of higher harmonics of voltage and current in an electric power system adversely affect the efficient use of electrical energy and, accordingly, the financial resources of all participants in the electricity market. The key factor for solving this problem is understanding that higher harmonics cause the economic damage to energy consumers, Electric Grid Companies and power sales companies. In this article author described components of this economic damage.

Savchuk V. F.   The Preconditions and Main Ways of the Nature Management Controlling System’s Development for the Industrial Enterprises

The economic features of the environmental protection should be considered as a priority direction to understand the economic mechanism’s system development principles in a period of social and economic processes’ modernization. The economy and the environment of the community should go hand-in-hand, or the disequilibrium of the environment becomes a reason for the obstacles on the entrepreneurs’ way to success, and also a reason for their abnegation. Natural resources should be protected, used rationally and reproduced, if possible.

The article is devoted to the problem of securing the labour rights of such category of workers as homemakers, whose employers are individuals who are not individual entrepreneurs. Special attention is paid to changes in the labour legislation, which will come into effect in 2016. The conclusion is made about the most appropriate models of legal regulation of labour relations of the aforesaid group of persons.

Ivanchenko O. S.   Transformation of the «Ideal Science» and «Ideal Scientist» Images inside the Mental and Ethical System of the Student Youth

The article presents the results of the survey that was carried out by the author in March 2011 and October – December 2014. In the original study took part the students of 4 courses of Southern-Russian State Polytechnical University (NPI) of M. I. Platov name, 240 respondents in all. In the second survey took part 210 respondents, a purposive sample method was used. The study was carried out in order to identify students’ attitudes towards science and scientific work, as well as their understanding of the scientific perspectives of the of Southern-Russian State Polytechnical University (NPI) of M. I. Platov name graduates. The results of the study may be used to trace back the dynamics and determine the problems that should be analyzed and solved by the public authorities in science and education.

The essential features of first-year students’ gender socialization at the technical higher school are analyzed in the article.
